Several Oregon Counties Stand Against Cap and Trade
Numerous Oregon counties, including the Eastern Oregon Counties Association have signed documents, that announce those counties’ opposition to Senate Bill 1530. Below are some of the counties that have come out so far in opposition of this bill that would cripple business, especially in rural areas of the state. This is only a few that have signed Proclamations, and is only a tentative list of exactly all of those counties on board, as there may be more to sign on.

Standing On Principle
To say the political divide in Salem is deep and wide would be the understatement of the new decade. Democrat leaders in Oregon share a common worldview with Sen. Bernie Sanders and his fellow socialist Rep. Alexandria Ocasio-Cortez, where the Green New Deal, Medicare For All, and Sweeping Gun Control Reforms must become law or the world will soon end as we know it. Republicans not only reject these ideas — as they will put in jeopardy our freedoms, our future and our prosperity — State Republicans object to the unfair process being used to try and pass such legislation in Salem.
This past week, I chose to leave a committee early, before a vote, in a strong gesture of protest along with two of my House Republican colleagues. We were being forced to vote on one of three versions of Cap and Trade bills introduced just two weeks ago. This 69 page bill had never been discussed, debated, or received any public input. This by itself is an abuse of the process. It is using majority power to get a pre-determined outcome, obfuscating Oregon’s deliberative (slow, methodical) and transparent (public input) committee process to get the best outcome. As most know, I am not afraid to take a stand and vote no. In addition, I will not stand for the Oregon’s legislative process being run over. This specific process is in place to ensure robust debate, amendments and scrutiny — protecting all Oregonians.
Oregon’s legislative short session ends in less than three weeks. That said, I believe we are in the midst of an epic political crisis. Tensions are high at the Capitol. According to Oregon’s Constitution, there is nothing the legislature is required to accomplish during this session. New bills and major legislation are meant for long session. However, the leading Democrat party is cramming major new legislation into short session, something it was never intended for. Collaboration, finding common ground, and working together has become an extremely rare commodity. Much of this political crisis has to do with the super majority status of Democrats. They act as if their 60% majority gives them control to do anything they want, at any time, for any reason. That is incorrect. The Constitution requires 67% — two-thirds of members in both chambers — before any legislative business can move forward. It’s important to note that Democrats are two members short of that number in both the Oregon House and Oregon Senate. That means they need Republicans to join them to move any legislative business forward. Unfortunately, there has been little effort by Democrats to engage Republicans in any meaningful conversation on key issues — nothing genuine, nothing substantive.
Republican legislators refuse to be run over by bullying tactics of Democrats in an abuse of the legislative process. Republicans will do what it takes — within the constraints of the constitution — to ensure the values that made Oregon great are protected, as well as the future for all Oregonians.
My social media pages have seen a surge of activity expressing support for my exit from the Energy and Environment Committee, and to continue standing firm. I encourage all Oregonians to educate themselves on the key issues of our time (beyond bumper sticker slogans) and to become involved in the political process.
In 1775 Samuel Adams wrote about the very dangers of an uninformed people, who did not pay attention to their elected officials and strayed from the moral path. “When people are universally ignorant, and debauched in their manners, they will sink under their own weight without the aid of foreign invaders.” I encourage us to do everything we can to avoid this pitfall.

The Rogue Valley Manor/Pacific Retirement Systems

In the early 1950s, senior facilities did not exist as now. When the Reverend Ross Knotts—then pastor of the Ashland Methodist Church—couldn’t find an acceptable facility for his retired father, he decided one should be built on Barneburg Hill in southeast Medford. An ecumenical group of Methodists, Episcopalians, and Presbyterians came together with him on this plan, and “The Manor” was incorporated in 1955. Different civic, professional, and other religious leaders joined together to push the concept into reality.
On November 4, 1961, the Rogue Valley Manor (“RVM”) held its opening ceremony, and the famed announcer, Paul Harvey, broadcasted his show on Medford’s KMED that day about the new “Barneburg Hilton.” Constructed on the highest hill in Medford, the city’s tallest building at ten stories—turquoise-colored with a high center and two, twin ends—looks down onto the Valley and was built by people of faith.
The Manor expanded afterwards to where it now includes three more multi-story buildings, apartments, private care suites, a healthcare center, nine-hole golf course, cottages, and other amenities. The community covers many of the needs of its senior citizens who live there: independent living, assisted living, skilled nursing care, private care, and even memory care. Among different awards received, Hospitality Design and Lodging magazine in 1999 awarded RVM its Gold Key Award for excellence in senior living design.
However, the story doesn’t end here. To focus on reaching a broader community, the Manor’s board of directors in the 1980s decided to form a completely new corporation to oversee this outreach effort. Incorporated in 1990, the new organization was named, “Pacific Retirement Services (‘PRS’)” with RVM as a subsidiary. Today, PRS develops, operates, manages, and markets retirement communities throughout the U.S.
It is one of the largest nonprofit provider of senior living services and care in the nation, serving approximately 5,000 residents with near 3,000 employees. The communities owned outright are: Capitol Lakes (Madison, Wisconsin), Cascade Manor (Eugene), Holladay Park Plaza (Portland), Mirabella (Portland), Mirabella (Seattle), Rogue Valley Manor, Trinity Terrace (Fort Worth, Texas), and the University Retirement Community (Davis, California); it is also developing a unique facility named Mirabella at Arizona State University (Tempe), a 20-story senior living facility, which is expected to be completed in 2020.
PRS manages retirement centers in Davis, Napa, San Mateo, Santa Rosa, and Saratoga, California. PRS also manages 25 affordable housing communities across Oregon, California, and Texas–including one for families (Glenridge Terrace in Medford)–with support from the US Department of Housing and Urban Development.
In 2010, the Rogue Valley Manor completed a $65 million construction project that included the Manor Terrace to the south (a four-story, 120,000-square-foot building. In 2014, the initial-1961 building underwent an $8 million project to replace windows, change the building’s color, and add new air conditioning and heating systems, among others since then. This and other PRS facilities stand out, as do the services to its residents. The Manor currently offers some 800 residential units with 1,000 residents on its present 668-acre campus.
In early 2020, RVM submitted applications to city planning for constructing at least 1,462 more residential units around the existing greens of Centennial Golf Club next to North Phoenix Road in southeast Medford. The biggest feature is to be a gated 55-plus community overlooking the golf course. The proposal calls for annexing 417 acres with 221 acres set aside for residences, including commercial facilities and 41 acres for high-density units. The permit process is estimated at 18 months with the “potential economic value” to approach a half-billion dollars.
