Trent’s recent statement on the election:
While the outcome remains uncertain, the Electoral College is working as designed. Each state ran its own election and now each is responsible for fairly counting its votes. Any disputes will be contained within individual states. Without the Electoral College, a close election could mean a nationwide recount, and Washington, DC would end up running elections—putting presidents in charge of their own reelections.
As votes are counted in Colorado, it is clear that the result on the ‘National Popular Vote’ measure (Prop. 113) will be close. That is telling, since opponents of the Electoral College routinely claim to have overwhelming support. Even in ‘blue’ Colorado, nearly half the voters rejected this end-run around the Constitution.

Businesses across the country are bracing themselves for further unrest and protests resulting from uncertainty around tomorrow’s election.
A YouGov poll, as covered by USA Today and The Hill, shows half of Americans do not believe that a) the November elections will be “fair and honest,” b) that Americans will not “generally agree on who is the legitimately elected president of the United States.” The poll also showed a majority of Americans — 55%— believe that we “will see an increase in violence as a result of the election.”
Braver Angels, the organization that commissioned the poll, promotes civility and healing between “reds and blues” and regularly holds workshops where participants can air opposing views. The group has issued a “Letter from America” asking citizens, civic groups, and religious organizations to pledge that they will disavow violence from either side and respect those who voted differently.

The Ballot Stealing Caper

The charismatic orchardist and publisher of the Medford Daily News, Llewellyn Banks, became sharply critical during the Great Depression over the depressed conditions in Southern Oregon. He and Earl Fehl–a Medford contractor and businessman–joined forces to create a power base that took form as the Good Government Congress (“GGC”).
Banks had a powerful forum in his daily column, “Once in a While,” throughout 1931-1932 that blamed the region’s economic problems on different factors, ranging from the Federal Reserve Bank to the “local corrupt Courthouse Gang.” The battle raged between the GGC/Daily News and the Medford Mail Tribune with its editor, Robert Ruhl, who wrote editorials urging people to uphold “rationality and fairness.”
In the November 1932 elections, Earl Fehl won election as a county judge and another GGC supporter, Gordon Schermerhorn, won the sheriff’s office. Tensions continued to mount between the two forces and the newspapers; the Mail Tribune was threatened with sabotage, and Robert Ruhl ordered his printers armed with shotguns. Named the “Green Springs Mountain Boys,” a group of young roughnecks guarded Banks and Fehl.
Reports of ballot irregularities led to a state-ordered recount, when state politicians became concerned over this. Acting upon orders from Banks and Fehl, men at night broke into the county courthouse on February 20th, 1933, in Medford through a rear, ground-floor window. They stole thousands of ballots from the vault with the next day set for the vote recount; GGC’s gamble was that it could stop any later investigations when its sheriff hired his deputies.
Oregon State Police investigated after officials discovered the missing ballots. The state police found burned ballot pouches in the courthouse furnace with more floating in the Rogue River. After two young GGC members confessed, the police began to arrest the culprits. In mid-March, Constable George Prescott headed to arrest Llewellyn Banks at his home.
Answering the door, Banks’ wife opened the door, but began to close it when seeing Prescott. As the policeman put his foot on the door, Banks stepped over and fired a rifle at Prescott’s chest. He died on the spot, although three supporting officers there tried to revive him.
Once word of the murder came out with the bad publicity, the GGC movement stopped in its tracks, as hundreds of its members said that they weren’t part of it or ever active. The trials of the involved conspirators lasted into late 1933. For the murder, Banks was convicted and sentenced to life in prison. Fehl also was convicted and sentenced to jail for his role in the ballot stealing, as was the incumbent sheriff, county jailer, a Rogue River mayor, the ballot stealers, and others.
Although The New York Times and San Francisco Chronicle won Pulitzer Prizes in 1934 for their reporters, the jury also selected the Medford Mail Tribune for its “meritorious public service” gold medal in its reporting against the “unscrupulous politicians in Jackson County, Oregon.” The award acknowledged the role of Ruhl for his part in resisting the GGC (also called the “Jackson County Rebellion”). Banks died in the penitentiary in 1945 at age 73; however Fehl was paroled, returned to Medford, and lived until 1962.

Grants Pass Downs: Oregon’s Last Horse Track

Grants Pass Downs (“GPD”) is located at the Josephine County Fairgrounds, and the fair’s location changed several times from inception until the current Redwood Highway spot was purchased in 1927. Horse racing has been part of the fair since the 1920s, with only a few exceptions. From 1942-45, the fairgrounds were requisitioned for the World War II war effort. Horse racing has been canceled only twice since the mid-1950s. One year it was replaced with singer Dennis Day; the other in 1969, when a new grandstand was constructed. The Southern Oregon Horse Racing Association (“SOHRA”, the sponsoring organization at GPD) convinced Josephine County commissioners to contribute $375,000 to build the new structure.
Don Jackson (with his signature straw hat)—a 1944 Grants Pass High School graduate—is credited with greatly supporting horse racing in Southern Oregon. His interest with the local track dated back to his teenage years, when people brought horses from the farm to race at the fairgrounds. Jackson’s active involvement with racing began in 1952, when he purchased a 3-year-old mare as a saddle horse. The quarter horse won several races there and was successful on the California fair circuit.
When the Josephine County Fair stopped sponsoring horse racing in the early 1950s, Jackson and a group of supporters had stepped in. They got the fair to contribute $3,500 and racing was held as entertainment for two days during the fair. The SOHRA was formed in 1960 with Don Jackson on its board.
Part of Jackson’s stature comes from owning Oregon’s greatest racehorse and sire, Flying Lark. Bought sight unseen in 1969, the five year-old horse led the nation in wins for two years in the early 1970s and earned accolades for years afterwards. At the time of his death in 1981, Flying Lark’s 346 foals included 259 winners of 1,545 races with over $6,750,000 in earnings. It’s felt that without his efforts, Grants Pass Downs would not be where it is today. This importance was recognized when in 1993, the association named the track as the Don Jackson Racing Facility.
The track and industry were supported when pari-mutuel betting was instituted in 1968. A few years later, the Daily Racing Form recognized GPD in its pages. In 1974, horse racing and the county fair became incompatible, however, due to congestion from parking cars on the infield of the track. Women with baby buggies headed across the infield to get their cars. Between races, volunteers had to move traffic back and forth to the highway with cars backed up to Caveman Bridge. In 1976, the county finally moved racing away from the August fair dates to earlier in the summer, freeing up space for both activities. During the racing season, over 2700 fans visit the facility daily.
The races ranged from 15 to 25 days in the following years; the county and SOHRA took turns running them or occasionally jointly. With the county in charge, horse racing lost tens of thousands of dollars in 2011 and 2012. The SOHRA stepped in 2013 to run the meet. It leased the racing facility for three months at $6,000 per month, drummed up business sponsors, and used volunteers wherever possible. In the last seven years, the races turned a profit in all years but one.
Racing at GDP also grew from the closure of Portland Meadows, the state’s largest and busiest track since opening in 1946. The 64-acre facility was sold in 2019, and in February 2020 demolished to make way for a freight operation. With nowhere else to go, horsemen could turn to Grants Pass.
Grants Pass businessman Travis Boersma (of Dutch Brothers fame) and his TMB Racing moved in and were granted 35 race dates per year through 2021, as well as the simulcasting and off-track betting rights. Boersma’s license application included major upgrades to the grandstands, concession stands, track, and other areas. His interest dated back to his high school days with his brother at GPD, his ownership of horses, and introducing his family to this interest.
In 2020, Randy Evers, a much-respected industry veteran, was named president of Grants Pass Downs. Evers had been executive director of the Oregon Racing Commission from 2007-13 and had the same title with the Oregon Horsemen’s Benevolent Protective Association from 2013-19.
Although the pandemic has created shorter racing schedules, Grants Pass Downs continues to be the only licensed horse racing facility in Oregon. With its backers and professionalism, we can be proud of its accomplishments to now and into the future.

10/19 WHY I’M VOTING NO ON MEASURE 107
Had a friend ask me about Measure 107, the campaign finance reform one. Sounds good, but I’m voting no – here’s why. All 107 does is give constitutional authority to make campaign finance rules and restrictions. In Oregon that means the supermajority party, Dems, make the rules. Note that all the Dem supporters, public employee unions, etc, all support Measure 107. These supporters know the Dems will give their supporters carve outs and exceptions, otherwise why would unions want to cut their own throats to stop them buying the majority party politicians? I could have gotten behind a limit on contributions, like we have in fed races, but Measure 107 is a blank check to make sure that no one other than the Dems has a shot at getting known or elected. BTW, I am no on ALL ballot measures.

Richard Card had years of experience as a driver, owner-operator, and fleet owner that educated him in the ways of moving freight. With this, he opened and operated a number of freight brokerages, so that by 1980 his ownership of these companies and a successful venture on the Alaska Pipeline provided enough capital to start up Combined Transport in September. Starting with one company truck and a few owner-operators, he achieved his lifelong dream of running a trucking company.
In early 1982, two of his sons joined the young firm: Ronald Moore and David Card who brought in a management understanding allowing Richard to expand into different profitable trucking projects. In 1983, two other sons, Michael Card and Mitchel Moore, came on board with insurance and banking backgrounds that rounded out the executive team.
Richard attacked freight problems and turned them into opportunities: One such opportunity was in the transportation of uncrated flat glass. In conjunction with PPG Industries, Inc., one of the largest glass-producing companies, a different system of glass transportation was developed and successful. The company not only weathered the recession of the early eighties, it grew into a multi-million dollar company with growth rates averaging 35% per year by specializing in transporting flat glass and over-dimensional heavy hauling.
As the company grew, his sons effectively took over the running of the company, which led in 1990 to buying out Richard. In 1994, the last of the sons, Jon Card, retired from the Navy after twenty years and joined the company. Two years later, Cassandra Moore, the only daughter, came on board. By the end of 2012, Mike Card purchased the remaining outstanding ownership from the family members and with his brother, son, daughter, and others are running the company.
When the company acquired Blackwell Consolidation on the last day of 2012, the company added refrigerated trucking to its lineup, along with an intermodal railroad connection. Its specialization is providing a variety of flatbed, hauling, and specialized trucking services for its customers. Additionally, Mike Card in 2012-2013 was the chairman of the American Trucking Associations board.
In 2016, Mike announced that the company was now operating from a 31-acre site near the Blackwell Road exit off I-5 with its fleet of trucks, flatbeds, and refrigeration units. He estimated that this took “100,000 miles off Highway 62 and Vilas Road per year; at 5 miles per gallon, that’s a savings of 20,000 gallons (of diesel) and a quarter of a million pounds of carbon dioxide in the air.”
The family-owned, private Combined Transport in a typical year generates $200 million in annual revenues with its 500-plus trucks operated by some 450 drivers and a support staff of 100. Another 75 owner-operators augment the company’s operations.
This endeavor by Richard and then Mike Card with their families is an amazing story that flies under the radar—even the media—in our region. Hats off to them!
