The Law Governor Brown Used for the Lockdown Emergency:

ORS 401.165¹

Declaration of state of emergency

(1) The Governor may declare a state of emergency by proclamation at the request of a county governing body or after determining that an emergency has occurred or is imminent.

(2) All requests by a county governing body that the Governor declare an emergency shall be sent to the Office of Emergency Management. Cities must submit requests through the governing body of the county in which the majority of the city’s property is located. Requests from counties shall be in writing and include the following:

(a) A certification signed by the county governing body that all local resources have been expended; and

(b) A preliminary assessment of property damage or loss, injuries and deaths.

(3)(a) If, in the judgment of the Adjutant General, the Governor cannot be reached by available communications facilities in time to respond appropriately to an emergency, the Adjutant General shall notify the Secretary of State or, if the Secretary of State is not available, the State Treasurer that the Governor is not available.

(b) After notice from the Adjutant General that the Governor is not available, the elected state official so notified may declare a state of emergency pursuant to the provisions of subsections (1) and (2) of this section.

(c) If the Adjutant General is unavailable to carry out the duties described in this subsection, such duties shall be performed by the Director of the Office of Emergency Management.

(4) Any state of emergency declared by the Secretary of State or State Treasurer pursuant to this section has the same force and effect as if issued by the Governor, except that it must be affirmed by the Governor as soon as the Governor is reached. However, if the Governor does not set aside the proclamation within 24 hours of being reached, the proclamation shall be considered affirmed by the Governor.

(5) Any proclamation of a state of emergency must specify the geographical area covered by the proclamation. Such area shall be no larger than necessary to effectively respond to the emergency.

(6) The governing body of each county shall establish a procedure for receiving, processing and transmitting to the Office of Emergency Management, in a timely manner, a request submitted by a city that the Governor declare an emergency. [Formerly 401.055]

Biden wants to spend trillions on climate and says he will ‘pay’ for it by raising billions in taxes. But at his address to Congress the other night, the president candidly admitted regarding climate measures: “If we do everything perfectly, it’s not going to ultimately matter.” White House climate czar John Kerry similarly stated just last week: “Even if the US and China go to zero [emissions] tomorrow, we have not solved the problem.”

Why is the Biden administration trying to force taxpayers to pay for their irresponsible, wasteful and anti-worker agenda when they clearly acknowledge that it will make no difference to the climate?

COVID-19 and the Children

Politicians’ favorite line seems to be: “It’s for our children and grandchildren.”

But what if we don’t have any?

People are still concerned about Paul Ehrlich’s “Population Bomb,” but apparently haven’t noticed that we are closing schools while building old people’s homes, where many staff members are immigrants and many residents have no one to visit them.

Most of the world, except for Africa, has below replacement-level fertility. Soon, children whose mother tongue is Italian, French, or German may be the minority in their parents’ land. Even with immigration, the U.S. has fallen below replacement level.

For powerful global elites, this is cause for celebration. Prince Phillip once said that he would like to be reincarnated as a deadly virus as revenge against humanity’s overpopulation and destruction of nature. The COVID-19 virus arrived before his death, but the world’s response could achieve the desired depopulation.

Before COVID-19, the most hyped “existential” threat was climate change. Movements like the Extinction Rebellion preach doom unless we drastically change our lifestyle. The effect was disappointing. Some vow not to have children, to protect our future, but they could change their minds. And people weren’t scared enough to give up conveniences like flying, or to create poverty and hunger by shutting down the industrial economy.

Then along came the spikey virus—one graphic shows the Death Star from Star Wars festooned with spikes. In dread of coronadoom, people have meekly complied with drastic curtailments of their liberties and economic constraints guaranteeing the destruction of businesses not protected by government. Rules supposed to last 14 days are extended repeatedly, with constantly moving goalposts. The climate alarmists don’t want things to ever go back to normal.

“Protect the vulnerable!” say signers of the Great Barrington Declaration, and let the rest of society work and live. Unlike other disasters that wiped out human populations—war, famine, civil discord, and most serious epidemics, COVID-19 attacks primarily the elderly and infirm. It was logical to vaccinate the elderly first. Some died, and some had serious side effects. The experts point out that someone who died after the COVID jab possibly died of something else (the timing was just coincidental) or might have died later of COVID-19. “The benefits exceed the risk,” they say.

But the vaccinations don’t stop with high-risk persons. Multibillionaire oligarchs and “philanthropists”—most prominently the Bill and Melinda Gates Foundation—want to vaccinate everybody in the world. Or maybe just everybody else. Climate change diva Greta Thunberg has just announced that the Greta Thunberg Foundation will donate 100,000 euros to “vaccine equity.”

When those dedicated to reducing humanity’s “footprint” on the planet suddenly switch to universal vaccination, should some caution lights flash?

They are coming for the children. First with experiments—although minors cannot give informed consent. Likely then with warp-speed mandates that are illegal for not-yet-FDA-approved products given under an Emergency Use Authorization (EUA). Why?

Does COVID-19 kill children? Almost never. Do children infect Grandma? Almost never. Does the vaccine keep you from transmitting disease? Possibly—but keep wearing that mask.

Pregnant women were excluded from early trials but are getting the jab anyway. Some, who were hoping to give their baby antibodies, miscarried or had a stillbirth. Agencies will investigate, and surely come up with statistics on “extreme rarity,” but let’s see independent forensic pathology on the placentas and dead babies.

The “abundance of caution” CDC has paused the J&J vaccine after six young women developed rare blood clots (cerebral sinus thrombosis), although it’s only one in a million, they say. The European Medicines Agency briefly paused the similar AstraZeneca vaccine, meant to be the “workhorse of Covax,” after 18 deaths from clots. It admits to adverse events in 1 in 100,000. Now some countries allow its use only in older persons. Pfizer and Moderna vaccines, according to the Vaccine Adverse Reporting System (VAERS), have also been linked to clotting and hemorrhage problems. Thousands of deaths from this and other causes, in healthy persons of reproductive age, have been reported—but are still “rare” and possibly coincidental.

It is too soon to know of late effects. First, will there be “pathogenic priming, like with vaccines for the related SARS-CoV-1 virus? The animals made antibodies and looked fine until exposed to the wild virus. Then the immune system overreaction killed them. Human use was stopped. For SARS-CoV2, animal trials were skipped.

Concerns about effects on fertility have sparked many reports stating that “there is no evidence” that vaccines cause infertility—ask Google. And where is evidence that they don’t? Animal trials were skipped.

We’ll see what happens when today’s fully vaccinated youth and children try to have babies. Prince Phillip may get his wish.

A Harvard-educated Texas Democratic lawmaker drew double-takes for declaring at a hearing that there are six sexes, prompting a rebuke from skeptics who said his count was off by four.

Texas state Rep. James Talarico made his pronouncement prior to public testimony Tuesday before the Public Education Committee on House Bill 4042, a measure to bar transgender athletes from girls’ K-12 scholastic sports.

ABOUT: Perhaps it was inevitable that equal time should have been granted to those who claim that modern popular culture is biased against men. Nathanson and Young (religious studies, McGill Univ.) use an extensive appendix of antimale bias in film, television, and even greeting cards to show that in the past ten years, the pendulum has swung too far.

During the last 2 decades journalists and ideologues exploited media events in ways that created a worldview based on gynocentrism and misandry. In that atmosphere, courts and legislatures established systemic discrimination against men. This not only institutionalized misandry, but also undermined the moral and democratic foundations of society.

In the first three volumes of this series, Paul Nathanson and Katherine Young challenge theories about patriarchy that ideological forms of feminism have promoted. In this volume, they argue that we must replace those misandric theories with one that takes seriously the needs and problems of boys and men no less than those of girls and women; at the same time, they add, we must maintain the reforms that egalitarian forms of feminism have promoted.

With both factors in mind, they trace the history of men – that is, culturally organized perceptions of the male body and its masculine functions – over the past ten thousand years. They show how these perceptions have evolved in connection with a series of technological and cultural revolutions: horticultural, agricultural, industrial, military, and now reproductive. This new approach sets the stage for understanding a profound and growing problem that our society must face: the increasing inability of boys and men to create or sustain a healthy collective identity.

The authors define this as an identity that is distinctive, necessary, and therefore publicly valued. Without a healthy and positive identity, two current trends will continue: giving up (dropping out of school, society, or even life itself) and attacking a society that has no room for men specifically as men, believing that even a negative identity, acted out in antisocial ways, is better than none at all.

BIO: Dr. Paul Nathanson has a BA (art history); BTh (Christian theology); MLS (library service); MA (Religious Studies: Judaism and Islam); and PhD (Religious Studies: Religion and Secularity). His interest in the close but often hidden relation between religion and popular culture led to Over the Rainbow: The Wizard of Oz as a Secular Myth of America (State University of New York Press, 1991) and many articles on similar productions. A researcher at McGill University’s Faculty of Religious Studies, he and Katherine Young write about relations between men and women in connection with the “secular religion” of ideological feminism.

 Callahan’s Mountain Lodge

Don Callahan grew up in the Rogue Valley and dreamed of owning a lodge in the Siskiyou Mountains. The dream seemed near impossible, as his prime asset was a flock of sheep. When property became available midway up Highway 99 on the mountain in 1944, Don gambled by selling the sheep and buying the land. When his World War II service ended, he and friends with pick and shovel slowly carved out a building site from the solid rock hillside. He built a small, wood and stone building which he named, “Callahan’s Siskiyou Lodge.”

Although the dining room had only eight stools and five tables, he optimistically opened in 1947. The rustic lodge and alpine location were a draw for the locals, plus travelers driving on Highway 99 before Interstate-5 was constructed. Four years later, Don married Nilde Cervellin, an immigrant from Italy, and she brought in the Italian dishes it was first known for.

With the small size of the dining room, the food, setting, and service had guests standing in line; it did offer a few rooms later for tired travelers. When I-5 was being constructed in 1964, the Callahan site was in the right-of-way. They used the moneys from its condemnation to buy a larger piece of land a short distance up Old Highway 99, below the Siskiyou summit and just off Exit 6 from I-5. They reopened in July 1965, and the site is actually a part of the old village of Siskiyouwhich rose during the railroad pass and tunnel building in 1887, but then slipped over time into oblivion.

The operations continued to be a success. Ron and Donna Bergquist in 1996 bought the lodge and business. Ron had remodeled Nilde’s kitchen in 1960 (he even drew up the plans) and had grown up in Eagle Point. He later founded the Shari’s chain, built the first 34 restaurants, along with 10 other restaurants that included the Rogue Regency Inn in Medford.

With his extensive experience in developing restaurants and hotelsand Donna’s background in marketing, promotion, and advertisingthey boosted the “Callahan tradition.” The two added twelve rooms to the lodge, remodeled extensively, added a lobby with a log staircase, and worked to increase the lodge’s recognition.

This came to a screeching halt when a September 2, 2006, fire burned the facilities into rubble. An employee had turned on an open-flame burner too high and left it unattended; the flame ignited accumulated grease in the hood; the hood’s extinguisher system failed; and the sprinklers couldn’t contain the blaze. Although no one was injured, the lodge was a total loss by the time firemen arrived.

The Bergquists decided to rebuild. They matched the rough-hewn timbers, two-sided stone fireplace, and rustic interior. An elevator, wine cellar, and more guest rooms were added, along with rebuilding a spacious lobby, its own fireplace, and the log staircase. Although the main dining room had less seats, the patio’s seating capacity more than doubled, along with another 150-seat banquet room being added. A new water system minimized the risk of another bad fire. They reopened for business in 2008 with 19 rooms and views from lawn and a waterfall to a fourth-floor penthouse; all rooms have corner-set Jacuzzi-jet tubs with all but three having wood-burning fireplaces.

After 25 years in the business, the Bergquists decided to sell the property in 2020 to Mark and Lisa Cleaner, who own and operate other lodges, including one at Lake Tahoe. The owner-couples of Callahan’s have shown that a rural lodge can surviveand thriveduring any economic times or calamities. This is a far cry from the original five tables first there and a testimonial to commitment and hard work.

Arizona NEPA Lawsuit v. Feds Puts Environmentalists Back in the Game

Responding to the consequences of President Biden’s wildly out-of-control border mess, Arizona Attorney General Mark Brnovich sued the administration in the U.S. District Court of Arizona. At issue is Biden’s unilateral decision to stop border wall construction, and to end the policy which requires asylum seekers to remain in Mexico while their petitions are reviewed. The wall and Mexican Migration Protocols are among former President Trump’s signature immigration accomplishments, and helped to slow population growth in Arizona and other states.

Biden’s irresponsible, illegal border permissiveness violates the National Environmental Policy Act (NEPA) which President Richard Nixon signed in 1970 and which recognized that population directly affects the environment. Today, 90 percent of that growth is caused by immigration. NEPA requires that every agency considering an action that will affect the environment must analyze and publicize those outcomes before going forward. The published analysis is officially called an Environmental Impact Statement (EIS).

Yet the Department of Homeland Security and, before it, the Immigration and Naturalization Service have steadfastly refused to comply with NEPA even though it’s federal law. Environmentalists like Julie Axelrod, Center for Immigration Studies Director of Litigation and a former Trump administration senior Environmental Protection Agency policy advisor, who have testified before the Council on Environmental Quality, had their logical arguments fall on deaf ears.

From the Arizona complaint which lays out the indisputable truths:

“Migrants (like everyone else) need housing, infrastructure, hospitals, and schools. They drive cars, purchase goods, and use public parks and other facilities. Their actions also directly result in the release of pollutants, carbon dioxide, and other greenhouse gases into the atmosphere, which directly affects air quality. All of these activities have significant environmental impact which, as discussed above, courts have recognized as cognizable impacts under NEPA.”

On April 15, Brnovich told Tucker Carlson Tonight that the average border crosser carries about 6-8 pounds of trash. Using the best estimate of 2 million aliens illegally entering the U.S. this year, Brnovich said that translates to “about a million of pounds of trash each month.” Brnovich insisted that the so-called environmental movement, which includes the hypocritical Sierra Club, cares only about raising money, not safeguarding America’s beauty.

U.S. immigration-driven population growth is dire, and should be a matter of grave concern to Congress. The U.S. Census Bureau estimates that immigrants and births to immigrants represent more than 80 percent of the nation’s population growth. Yet Congress refuses to develop a responsible immigration policy that would provide a better quality of life for the nation’s native-born and settled immigrants.

Instead, Congress is intent to let unchecked population increases propel the nation, figuratively speaking, off a cliff. In 2016, respected environmental scientist and natural resources planner Leon Kolankiewicz, working with  Progressives for Immigration Reform, completed a three-year study which led to a Programmatic Environmental Impact Statement (PEIS), an analysis of the long-term, cumulative effects of immigration on America’s environmental resources.

Summarized, the study assessed three alternative immigration scenarios, all projected out to 2100: 1) the No Action Alternative, in which current immigration rates of approximately 1.25 million per year would be maintained; 2) the Expansion Alternative, or 2.25 million annual immigration; and 3) the Reduction Alternative, 250,000 annual immigration, the historic level.

As of Earth Day 2021, the U.S. population stands at slightly more than 330 million. In approximate numbers, the No Action Alternative would lead to a U.S. population of 524 million in 2100; the Expansion Alternative, the option the Biden administration is committed to, would create a 669 million U.S. population in 2100, and the Reduction Alternative would lead to a 379 million U.S. population in 2100, not ideal but the most manageable of the three options.

Assessing each of the three possible immigration levels’ outcomes and their potential environmental impacts on urban sprawl and loss of farmland, habitat loss and impacts on biodiversity, water demands and withdrawals from natural systems, carbon dioxide emissions and resultant climate change, and energy demands and national security implications, the results are widespread, ominous and highly adverse.

Congress has a long way to go to make up for ground lost since Wisconsin’s former U.S. Senator and Governor Gaylord Nelson founded Earth Day more than half a century ago. As Nelson’s daughter Tia said, her father would be “deeply distressed” by the lack of progress on environmental causes. And, immigration is intimately related to environmental issues. As the Earth Day founder said, “… (I)t’s phony to say, ‘I’m for the environment but not for limiting immigration.’ It’s just a fact that we can’t take all the people who want to come here.”

Arizona’s lawsuit puts environmentalists back in the game in a manner earlier suggested by PFIR in the PEIS and the “Let’s Make America Green Again” campaign.

If other border states, such as Texas and New Mexico, joined Arizona, then environmentalists’ important goal – to preserve America’s magnificence – could start to be within reach.

The West/Chaney Families and their Foundations

In October 2005, Bob Chaney was a retired security systems owner and living with his wife, Francis, in Jacksonville. The Chaney’s daughter, Carolyn, and their 48-year-old, son-in-law Steve West–a Medford landscaper–were living in a modest ranch house in Medford. As friends noted, “They were very much your average folks.” On October 19, 2005, Steve West and Bob Chaney bought a $40 lottery ticket that hit the then largest single-ticket Powerball jackpot in history of $340 million. It is still the largest Powerball jackpot for the State of Oregon.

They took a lump-sum cash award of $164.4 million. Bob and Frances Chaney received $68.2 million (each receiving one-half); Steve and Carolyn West received $78.8 million (each also receiving one-half)—but before state and federal tax withholdings. Other family members received the remainder. After taxes, the total received by all afterwards was $110 million.

In early 2006, Steve and Carolyn West moved four miles away to their new home. This was a much bigger place: It was located on six acres, the house totaled 6,400 square feet, and the grounds had a hot tub, pool, and 30-foot water slide. Their five-bedroom, five-bath expansive house cost “well over $2 million, and the couple kept their old house as a rental. Plus they bought a few new cars, such as a GMC Yukon for carpooling kids, along with a new BMW 650i for him and one for her.

The Chaneys first big purchases was a $50,000 canary-yellow Hummer (which Bob always wanted) and a French country-style house down the road from the Wests’ new home. The Wests took trips to Italy and Switzerland with their two daughters, while Bob and Frances Chaney headed away on vacations with their grown children.

Their joy was tempered by the death of Bob Chaney in 2006 from a brain injury he had suffered after falling off a roof and hitting his head. He died at age 73, nearly one year after receiving the news of the grand lottery win.

The families still seemed, however, to keep their centering. One year after receiving their money, Steve West said that he still clipped coupons. He remembered back to the “embarrassing” bankruptcy he had to file in 1999 after losing his job at a lawn-care center. Liking her friends at work, Carolyn continued to work 30 hours a week as a bookkeeper, bringing home then “$500 to $600” every two weeks.

Although he hired a gardener to help mow his estate and gave his lawn-care business to his brother Gary, Steve worked with Gary to help with the fall plantings. The Wests noted their friendships with others was basically the same, although there were a few who didn’t talk to them. Their newly-found wealth had changed how some saw them. What also stands out is that both families established substantial foundations that are within the top ten of Southern Oregon’s largest, standing along with long-time ones such as the Carpenter Foundation (the largest).

While the West Foundation donates in Jackson, Josephine, Curry, and Klamath counties; the Chaney Foundation provides grants in Jackson and Josephine counties as well as Barry County, Missouri, and Cabell County, West Virginia, where the family has its roots. These foundations together have been donating generally some $700,000 annually.

With the actual stories of how others squandered their winnings (and see the links below), what these Oregonians won and subsequently did with their winnings truly stands out. They remembered where they had been and wanted to improve the lives of others. They did–and certainly weren’t average.

There is a new development on the horizon of Donald Trump’s post-presidency: a social media network built around and for the former president.

In a recent Newsmax interview, former campaign manager Corey Lewandowski announced the project’s development. “This is going to be launched in the next 3 to 4 months, and it’s going to be an interactive communication tool, whereby the president will be able to post things to it, and people will be able to repost and communicate directly with him,” Lewandowski said.

Trump senior adviser Jason Miller told Fox News’ “#MediaBuzz” something similar on March 21, albeit with a different timeline. “I do think that we’re going to see President Trump returning to social media in probably about two or three months here, with his own platform,” he said. “And this is something that I think will be the hottest ticket in social media, it’s going to completely redefine the game, and everybody is going to be waiting and watching to see what exactly President Trump does.”

Lewandowski’s comments suggest that this project may take longer than Trump’s team had anticipated. They’ve also considered a handful of social media networks for a partnership because, as Jonathan Swan and Sara Fischer explained, “Trump is famously averse to putting his own money into companies, preferring to license his name and use other people’s money to fund his ventures.”

On February 5, BuzzFeed News reported that then-campaign manager Brad Parscal floated the idea of Trump “taking an ownership stake in Parler during a meeting last year at the White House, according to a source familiar with the negotiations.”

“The president was never part of the discussions,” Parscale told BuzzFeed News. “The discussions were never that substantive. And this was just one of many things the campaign was looking into to deal with the cancel culture of Silicon Valley.”

Jared Kushner replaced Parscale with Bill Stepien in July after the former’s profligacy drew unwanted attention to the Trump campaign’s finances. Business Insider reported in late December that Kushner “approved the creation of a campaign shell company that secretly paid the president’s family members and spent almost half of the campaign’s $1.26 billion war chest.” Though there was an effort to blame spending problems on Parscale, most of that money—$415 million—was spent after Kushner replaced him with Stepien.

Parscale fell back into Trump’s orbit recently, joining Kushner confidants Stepien and Miller among the “top political lieutenants” of Trump’s post-presidency.

Talks with Parler would resume once more. A leaked document showed Parler offered a 40 percent stake in the company during negotiations with the Trump Organization in December. “Upon completion of that deal, half of that stake would have been given immediately to the Trump Organization, while the other half would have been doled out in tranches over the 24-month period of the agreement,” journalists Ryan Mac and Rosie Gray reported.

But things fell apart after the Capitol Building incident on January 6, when Apple and Google removed Parler from their app stores and Amazon booted the platform from its web hosting service. With Parler going dark, an alternative platform presented itself in Gab. And as was the case with Parler, Kushner’s representatives requested equity in exchange for Trump’s presence on Gab—a proposition flatly rejected by CEO and founder Andrew Torba.

Torba told me that his platform’s skyrocketing traffic—in other words, its data—attracted Trump’s team, led by Kushner’s representatives, to Gab. “As we told Mr. Kushner’s aides, Gab has no plans to sell our business or to compromise in any way our mission to defend free speech online for all people,” he said. “We fully expect the president’s entry into the arena to accelerate alternative technology growth trends and wish the president and his tech team well.”

Torba said the motive became transparent after a call with Kushner’s aides. “They said that they were in ‘make money mode’ and were focused on how they could financially benefit from Gab and change our free speech stance,” he told me. “All I wanted to do was give the president his voice back, but Kushner and others in the president’s orbit expected me to hand the keys to the kingdom over to them and change the core mission of Gab,” Torba added. “I wasn’t going to let that happen.”

The latest platform in the sights of Trump’s team appears to be an obscure social media network called FreeSpace, which claims 20,000 combined downloads between the Apple and Google app stores.

Everything that has happened up to this point contradicts Lewandowski’s recent comments and highlights a cutthroat approach by Trump’s team. “The platform that the president is building is not going to rely on Amazon, or Amazon servers,” he told Newsmax, seemingly disparaging Parler. He claimed Trump’s platform is “going to be completely built from scratch, from the ground up.” But the focus so far seems to be not on building but acquiring an existing product.

According to Lewandowski, this platform is “going to give [Trump] the opportunity to control not only the distribution of it, but also who participates in it.” Therefore, it does not appear intended to be a forum for free expression—like Parler and Gab—but more like a direct marketing app, which, in politics, usually means fundraising.

If free expression were, in fact, the objective, then Trump would have jumped on and boosted an existing alternative to continue communicating with his supporters directly. But Kushner reportedly advised Trump against getting on either Parler or Gab after Twitter permanently suspended his account—and Trump listened. Further, a recent Republican National Committee survey also appears to connect Trump’s social media dreams with fundraising.

“Big Tech isn’t even pretending to care about protecting free speech anymore, and President Trump has announced plans to go around them by starting his very own social media platform,” an email from the RNC reads. The attached survey asks respondents: “Should President Trump start his own Social Media Platform?”

Trump attorneys sent a cease-and-desist letter to the RNC in early March, demanding the organization stop using his name and likeness in fundraising efforts. It’s unclear whether Trump consented to this survey. Regardless, it raises awareness of his proposed platform.

In a similar vein, a recent story revealed how Trump supporters, including a cancer patient, were unwittingly enrolled in recurring donations that quietly drained their bank accounts. When they demanded their money back, funds raised from supporters after the election to “stop the steal” effectively subsidized the refunds to other supporters.

So much of what Trump does tends to devolve into a distracting grift, and this proposed platform has the look of that before even launching.
