 A new loss of load probability heightens concerns over the Northwest’s power grid

The race is on for a reliable power grid. A newly redeveloped model used by the Northwest Power and Conservation Council to calculate annual loss of load probability (LOLP) shows significantly higher LOLP in 2023 compared to previous predictions.

The LOLP calculates the likelihood that utilities will have to take some kind of emergency measure in order to prevent a blackout. Emergency measures could include initiating rolling blackouts, calling on ratepayers to decrease usage, and buying back power from large industrial users.

The classic model estimated the LOLP in 2023 would be 15.7% with a resource need of 1250 MW. The redeveloped model, which simulates more aspects of the power system in detail, predicts an LOLP in 2023 of 32% and a resource need of 1600 MW. That’s a 104% increase for LOLP and a 28% increase for resource need from previous predictions.

Rolling blackouts are becoming less of an anomaly now that more reliable resources like nuclear and natural gas are being replaced by intermittent resources like solar and wind.

Oregon officials can reduce LOLP by legalizing nuclear power, ensuring current resources stay on the grid, and investing in resources that promote reliability like natural gas and hydropower. These steps can prevent Oregon from becoming the next Texas or California.

J. David Siddon grew up in Los Angeles’s San Fernando Valley in the 1940s when it was still rural country, and he was able to bicycle to near wilderness and see everything from condors and hawks to snakes and lizards. Siddon later pursued a career as a writer, photographer, and filmmaker that typically centered on his fascination with wildlife, as he traveled the world filming for television productions that involved Disney or “Wild Kingdom.”

Loving the outdoors, he and his wife left the Southern California “rat race” in the early 1970s when they heard about seventeen acres of wilderness property outside Grants Pass and near Merlin on the “Wild and Scenic” section of the Rogue River (on Lower River Road). They bought the land sight unseen and later acquired seven more acres. With this land, they could do more than raise baby owls in the laundry room or golden eagles in a backyard, as done before moving to the Rogue.

Obtaining the needed permits from the Oregon Department of Fish and Wildlife and U.S. Fish and Wildlife Service, he could care there for numbers of sick, injured, or orphaned wildlife. In no time, the public and law enforcement were bringing wounded animals to his place. Siddon found himself taking care of hundreds of animals each year and having to fund everything by himself.

With varying injuries, the wild animals treated included species from baby squirrels, raccoons, jack rabbits, bear cubs, and badgers to songbirds, hawks, bald eagles, herons, and owls. In addition to the yearly hundreds of baby animals brought in, the permanent “residents” augmented this when their injuries made them unable to return to the wild. In fact, two eaglesnamed Duchess and Phoenixwere there for over 30 years.

With a flair for public speaking, Siddon appeared at places from television shows to school assemblies throughout the Pacific Northwest in telling his story. To help with finances, many of the animals appeared in commercials and films, including the Buick automobile series with his red-tailed hawk named “Happy” who flew over the cars.

In 1981 J. David established it as a nonprofit facility with two important purposes: first, a place to provide critical care and rehabilitative services for injured wildlife; second, to provide education to the public. Wild Life Images accepts animals, birds, raptors (birds of prey), and even reptiles. Animals not accepted are opossums (a non-native species), coyotes (governed by livestock management regulations), and mountain lions (a risk to rehabilitate and release after developing human-comfort levels).

In 1996, J. David Siddon lost his battle with cancer. His son, Dave, left his job of twelve years in Portland at the Oregon Zoo to take over the management and ensure the continuation of these dreams. With a limited paid staff, its 80 dedicated volunteers and local vet-donated services, the facility cares annually for more than 2,000 animals.

Over a period of 30 years it has released over 35,000 animals back to their natural habitat. Its release rate of intakes is near 50% each yearfar above the national average of 33%. Wildlife Images doesn’t receive any local, state, or federal funding, but relies instead on individual donations of time, money, and services. It is a story that needed to be told.

The USFS Ochoco National Forest (Big Summit Herd Territory) Wild Horse Herd Devastation

American Tax dollars funding corrupt public land and wildlife management!

Oregon’s Big Summit Wild Horse Territory is located within the Lookout Mountain Ranger District. It is approximately 25 miles east of Prineville, Oregon, and totals about 25,434 acres entirely within the Ochoco National Forest. The Big Summit Wild Horse Territory is currently the home-range for about 130 native species wild horses; that’s about one horse for every 200-acres.

It is the only wild horse population in the Pacific Northwest that is managed entirely by the US Forest Service, hosting some of Oregon’s few wild horses.

The United States Forest Service (‘USFS’) (Mr. Shane Jefferies) claims that the ‘appropriate management level’ (‘AML’) for native-species American wild horses in the Big Summit Wild Horse Territory of the Ochoco National Forest is about “12 – 57 wild horses.

However, the best science informs that the minimum herd size (AML) required for native species wild horses to maintain genetic diversity and vigor is about 175 wild horses.

Both the BLM and USFS are managing wild horses on public lands in conflict with the published guidance of their own handbook!

“The Bureau of Land Management (BLM) recommends that wild horse herds should contain a minimum of 150–200 animals.” (BLM Handbook at 22). 

The foregoing BLM herd management information was confirmed in a comprehensive report (page 28) presented to the National Academy of Sciences Committee to ‘Review the Management of Wild Horses and Burros’, by Animal Welfare Institute.

Nevertheless, the USFS (and BLM) establishes AMLs according to the total water and forage available for all of the wildlife (including wild horses), and on top of that, for livestock grazing permits. The problem arises from the disproportionately large share of forage and water allotted for livestock profiteers who buy grazing permits from the USFS (and BLM) at well-below market value.

“The Federal grazing fee for 2020 will be $1.35 per animal unit month (AUM) for public lands administered by the Bureau of Land Management and $1.35 per head month (HM) for lands managed by the USDA Forest Service.

An AUM or HM, is the use (grazing) of public lands by one cow and her calf, one domestic horse, or five sheep or goats for a month.  The fee will apply to nearly 18,000 grazing permits and leases administered by the BLM and nearly 6,250 permits administered by the Forest Service.” ~ U.S. Dept. of Interior

Taxpayers are subsidizing livestock profiteers’ pocketing huge profits courtesy of ridiculously cheap grazing on USFS and BLM lands. It has been said that $1.35/month couldn’t even feed a hamster, let alone a cow and calf.  And, it has been estimated that nearly 2-million cattle are grazing public lands.

Sadly, new estimates suggest there may now be less than 30,000 free-roaming wild horses left in America, and fewer than 500 wild horses left in Oregon.

American “wild horses are not getting a fair shake”; a statement made by 30-year BLM veteran wild horse manager, Mr. Bob Edwards in this NBC TV News interview (3-min, 20-sec. mark).

Fewer wild horses in the Ochoco Big Summit Herd Territory means more forage that can be sold via grazing permits to the livestock industry for invasive species cattle and sheep, which due to their complex stomachs, strip native species flora required by co-evolved fauna.

Both the USFS and the Bureau of Land Management (BLM) have stated that wild horses are “not a native species” in North American, and furthermore, that, “wild horses have no natural predators…”  Both of these statements are incorrect.

Dr. Ross MacPhee is the curator of the Division of Vertebrate Zoology at the American Museum of Natural History. He has scientifically studied horse evolution for many years.

Dr. MacPhee debunked the claim made by the USFS and BLM that wild horses are not native, saying; “The family Equidae evolved on this continent; it is as American as anything you could possibly imagine. That was 55 million years ago. Progressive evolution occurred thereafter, eventually culminating 1.8 million years ago when a horse very like modern horses evolved… Scientifically, the BLM’s comment that The Horse did not biologically evolve on the North American continent is wrong… most people regard bison as a native species even though it has only occupied North America for the past 125,000 years.”

Hunters are being hoodwinked by the livestock industry, USFS and BLM:

The livestock industry loves hunters because they kill the native herbivores that consume the forage that they want solely for their cattle. Public lands grazing permits allow livestock profiteers to make huge profits that are subsidized by taxpayers.

Few hunters even realize that cattle take four-times as much of the foods that deer and elk require as do wild horses [1].

The BLM, USFS and the livestock profiteers love to posit that wild horses damage the landscape, including riparian areas. However, nothing could be father from the truth, which is, invasive species livestock are well-known in intellectually honest scientific circles to be the source of devastation on lands and riparian areas, as is cited in this peer-reviewed published study:

“Wild horses have no natural predators…”  This is an obviously false and misleading statement, yet it is promoted by the BLM and USFS, appears on Page 1, Executive Summary, paragraph 5 in the so-called management plan presented to Congress; ‘Report To Congress – Management Options For A Sustainable Wild Horse And Burro Program’.

All North American apex predators kill and eat wild horses, including; bears, mountain lions, wolves and coyotes!

And moreover, it’s important that this depredation occurs. Apex predators take the weak, diseased and old animals, and by doing so, maintain the genetic vigor of wild horses (and deer). This important evolutionary process is known as Natural Selection, and this process, which has evolved over the millennia cannot be duplicated in any way by mankind.

The Rogue Valley ZipLine Adventure

Creating a business from a dream, Lindsey Rice rode her first zip line in Maui in February 2010 and decided one could be built on her and her husband’s property in Southern Oregon. Her husband, Jason Meilicke, liked the idea.

He didn’t join her on the Maui zip line, as Jason had been paralyzed from the waist down after breaking his back in a four-wheeling accident his high school senior year. However, his excavation-construction expertise and business with Lindsey’s planning were assets.

The zip line would be constructed on the couple’s 80-plus-acre property in a wooded area located high above Gold Hill, off Old Stage Road when first driving to Jacksonville. On a clear day, one can see the Table Rocks and Crater Lake Rim from the property.

Eight months later the land use permit was approved, and the life-long Rogue Valley residents ran with their idea. They began the construction of the course and lines. Without outside capital, the couple built it and a business. Once completed, Rogue Valley ZipLine Adventure had five zip lines, four of which are accessible to those in wheelchairs with the use of one arm.

Having such ADA-friendly zip lines is, of course, unusual. However, the course is quite adventurous, given its 2,700 feet of zip lines and the fifth one being the longest in the Pacific Northwest at 1,300 feet. They worked with a national-consulting firm in training their guides.

The tour starts with a shuttle picking up guests at the Laurel Hill Golf Course outside Gold Hill Exit 40, who are then driven three miles up to the property. The guides use a “4×4” named the “Dirt Taxi” to transport those guests that want to skip the hike between zip line platforms, and the complete tour lasts about three hours.

A fascinating aspect of the ZipLine is its being the location of the historic, 19th-Century Braden gold mines. One of the largest gold mining claims in Southern Oregon, these produced more that $300,000 in gold in the late 1800s and early 1900s. At today’s gold prices this would be some $25 million, and a short briefing at the entrance of a mine shaft is usually given.

In its first 1-1/2 years of operation, the business had over 8000 guests that zipped the course—and the years later have been as successful. The views from above the tree tops are spectacular from lower Kane Creek to Mt. McLaughlin, Mt. Thielson, and our regionnot to mention the thrills.

Irresistible Revolution is a timely and bold contribution from an active-duty Space Force lieutenant colonel who sees the impact of a neo-Marxist agenda at the ground level within our armed forces.
