Under the current administrative rule (NOT a LAW) HCQ can be given to someone in Oregon ONLY inside the hospital, and by then it’s often too late to be effective. Conclusions:

Moderate-certainty evidence finds that large reductions in COVID-19 deaths are possible using ivermectin. Using ivermectin early in the clinical course may reduce numbers progressing to severe disease. The apparent safety and low cost suggest that ivermectin is likely to have a significant impact on the SARS-CoV-2 pandemic globally.

Ivermectin Prescriptions for Treating or Preventing COVID-19
“The US Food and Drug Administration has not approved ivermectin for use in treating or preventing COVID- 19 in humans and it has not been proven to be safe or effective for this indication. Pharmacists receiving prescriptions for ivermectin for the treatment or prevention COVID-19 should use their professional  judgment in determining whether to fill them. If you have concerns related to the prescribing practices of a practitioner, it may be appropriate to reach out to their licensing board. 

The following rules may apply: OAR 855-019-0200 General Responsibilities of a Pharmacist

The Oregon Board of Pharmacy serves to promote and protect public health, safety and welfare by ensuring high standards in the practice of pharmacy and through effective regulation of the manufacture and distribution of drugs.ORS 689.025 states that “the practice of pharmacy in the State of Oregon is declared a health care professional practice affecting the public health, safety and welfare”. Pharmacy practice is a dynamic patient-oriented health service that applies a scientific body of knowledge to improve and promote patient health by means of appropriate drug use, drug-related therapy, and communication for clinical and consultative purposes.

A pharmacist licensed to practice pharmacy by the Board has the duty to use that degree of care, skill, diligence and professional judgment that is exercised by an ordinarily careful pharmacist in the same or similar circumstances. OAR 855-019-0210 Duties of the Pharmacist Receiving a Prescription (2) A pharmacist receiving a prescription is responsible for: (a) Using professional judgment in dispensing only pursuant to a valid prescription. A pharmacist shall not dispense a prescription if the pharmacist, in their professional judgment, believes that the prescription was issued without a valid patient-practitioner relationship. In this rule, the term practitioner shall include a clinical associate of the practitioner or any other practitioner acting in the practitioner’s absence. The prescription must be issued for a legitimate medical purpose by an individual practitioner acting in the usual course of their professional practice and not result solely from a questionnaire or an internet-based relationship; On 4/2/2020, the Oregon Board of Pharmacy revised the adopted an emergency temporary rule (OAR 855-007-0085) which limits the dispensing of chloroquine and hydroxychloroquine (CQ/HCQ) as a measure to preserve supplies for treatment of malaria, inflammatory conditions, and patients with COVID-19 infection. In response to the challenges related to testing availability and delayed resulting times faced by Oregon care providers, the revised language permits dispensing of CQ/HCQ to hospitalized/institutionalized individuals with either a positive test result for COVID-19 or pursuant to a clinical diagnosis of COVID-19 infection.

The Federation of State Medical Boards Channels the Soviet NKVD

Physicians have received a chilling threat about COVID-19 vaccination from the Federation of State Medical Boards (FSMB):

“Physicians who generate and spread vaccine misinformation or disinformation are risking disciplinary action by state medical boards, including the suspension or revocation of their medical license. Due to their specialized knowledge and training, licensed physicians possess a high level of public trust, and therefore have a powerful platform in society, whether they recognize it or not. They also have an ethical and professional responsibility to practice medicine in the best interests of their patients and must share information that is factual, scientifically grounded, and consensus-driven for the betterment of public health. Spreading inaccurate COVID-19 vaccine information contradicts that responsibility, threatens to further erode public trust in the medical profession and puts all patients at risk.”

The FSMB has been described as a “private lobbying organization that represents the state’s attorneys who work for medical boards.” It does not by itself have the legal authority to take a doctor’s license but is highly influential.

The NKVD, the People’s Commissariat for Internal Affairs, was the Soviet secret police agency, the precursor to the KGB.

The FSMB statement reminds me of Ignaz Philip Semmelweis, the physician who spread misinformation and disinformation about hand-washing in a hospital in Hungary in the mid-1800s. He had noticed that the mortality rate after childbirth was about six to nine times higher in a clinic where the physicians had been mandated (that word again!) to do autopsies in addition to taking care of patients, than in another clinic, where midwives delivered the babies, but did not do autopsies.

Dr. Semmelweis thought that there was something being carried from autopsies to the delivery room. He therefore required the medical students and doctors he supervised to wash their hands with a chlorinated lime solution, which cleaned and also even removed the smell from their hands. His rule caused a dramatic fall in death rates among post-partum women. Nonetheless, his ideas were discounted and widely ridiculed.

In 1861, Dr Semmelweis became depressed and was put into a mental hospital, where he was beaten. An injury became infected, and he died of sepsis. The person who took his place in the maternity clinic abandoned hand-washing, and mortality rates increased seven-fold.

In the 1980s Barry Marshall and Robin Warren wrote a scientific paper concerning their discovery of the role the bacterium Helicobacter pylori plays in peptic ulcer disease. At that time, the “consensusdriven information” generally believed was that peptic ulcer disease was caused by too much stomach acid plus spicy food and stress. They were met with skepticism, but at least they weren’t beaten to death in an insane asylum for their efforts to take care of their patients. They won the Nobel Prize for physiology in 2005.

Now, we have an experimental vaccine for a disease with a greater than 99 percent survival rate except in patients who are over 70 years old or have comorbid conditions. Though it is available only under an Emergency Use Authorization, people are under intense pressure to receive it. Severe side effects have occurred in some recipients: myocarditis in more than 3,000; Guillain-Barré syndrome in more than 450; bleeding and clotting disorders in about 2,000; and death in more than 11,000. But mass vaccination is apparently consensus-driven.

To coerce people to be vaccinated against their will violates the Nuremberg Code. Did we not once have an actual meeting of minds that the things done by doctors in Germany at the direction of that National Socialist government warranted the Nuremberg Code, designed to prevent any recurrence of such medical experiments?

Was there a consensus in Germany in the 1930s and 1940s that Jewish, Romany, and Slavic peoples were a disease on the superior Aryan race? Was that consensus enforced by fear? Was there also a consensus that Jehovah’s Witnesses, Catholic priests, and Lutherans like Dietrich Bonhoeffer who did not agree with that consensus were to be tortured and executed along with the people they defended?

Is there now a consensus among all 50 States that physicians are to be muzzled, silenced, and have their lives destroyed in case they do not agree with the new NKVD?

Isn’t forced consensus a synonym for group-think? If no one can ever think or say anything that does not meet with the approval of the FSMB, we will never advance. At one time, there was probably a consensus that the only way to get from point A to point B was to walk.

Physicians have a right to free speech. We are not serfs, slaves, pawns, or puppets of the new NKVD. If physicians and their patients see a cause for caution, they must be left alone, not coerced to follow the Party line.

Jeremy Adams just appeared on Fox to take a stance against the  newest indoor mask mandate for students.  Jeremy explained why it’s incredibly demoralizing and difficult for teachers to teach students while wearing masks.  Many of his colleagues (including himself) got vaccinated so that life could return to normal.

Jeremy and I also discussed why students need a normal classroom setting more than ever. Jeremy’s recent op-ed in the LA Times titled The rise of the Zoombies: Lifeless, detached students have returned to my classroom, explains  how a year of Zoom classes have left high schoolers lifeless and detached. When driving southward on I-5 towards Medford, the near-perfect, mirror image of Japan’s Mt. Fuji appears. Although Mt. McLoughlin at 9,495 feet high is the tallest volcano between Mt. Mazama (ten times as much)but this one dominates the lower Valley. From distant Medicine Lake in California, around the rim of Crater Lake, or along I-5 between Yreka (California) and Medford, Mt. McLoughlin is easily recognized.  

The symmetrical shape appears when viewed from the south or southeast. It becomes apparent that a large part of the mountain is missing when seen from a different direction; for example, from the north along the Crater Lake rim or east from Klamath Lake. This was due to late Ice-Age glaciers that shaved away the mountain’s northeast side, lowering the summit by 300 feet and gouging out a large bowl-like hollow.

The mountain is geologically a young volcano. Formed by a series of eruptions and cooled lava flow over long periods of time, geologists have determined that its steep-sided, lava cone is less than 700,000 years old. Indicating later eruptions, its western and southern flanks suggest that the bulk of its form is no older than 200,000 years, with much of this probably younger, perhaps as late as 20,000 to 30,000 years ago. 

Leaving Fort Vancouver to trap beaver and otter, Hudson Bay Company’s Peter Skene Ogden traveled through Central Oregon. Ogden’s journal contains this notation for February 14, 1827: “I have named this river Sastise River. There is a mountain equal in height to Mount Hood or Vancouver; I have named (it) Mt. Sastise. I have given these names from the tribes of the Indians.” Historians believe that he actually spotted the Rogue River and Mount McLoughlin, and this would have been the first recorded observation.

The name tributes John McLoughlin, one of the most influential figures in the early 1800s in Pacific Northwest history. The Oregon legislature renamed the peak from Mount Pitt to Mt. McLoughlin in 1905, and the U.S. Board of Geographic Names recognized that change in 1912.

McLoughlin was Canadian born and didn’t become an American citizen until he was 67 years old. However, he had been a frontier doctor, British fur trade officer, the founder of Fort Vancouver (1825) and of Oregon City (1842). When he was the Chief Factor (Superintendent) of the British Hudson Bay Company (“HBC”), based at Fort Vancouver on the Columbia River, American pioneers arrived there without supplies. As the last stop on the Oregon Trail for many, they asked McLoughlin to help them survive their first winter in Oregon. He didalthough this later cost him his job. Dr. John McLoughlin’s key role in Oregon’s early history prompted the state legislature in 1957 to name him the “Father of Oregon” on the 100th Anniversary of his death.

On July 1, 1927, a two-foot diameter pipeline began carrying water from Mt. McLoughlin by gravity flow to Medford (and eventually other cities in the Bear Creek Valley). Its snowmelt percolates through the porous, volcanic soils to emerge again at Big Butte Springs (2,700-foot elevation) near the town of Butte Falls and provides the area today with the great majority of its water needs.   

The access to Mt. McLoughlin is considered “remarkably easy” via Oregon Highway 140 between Medford and Klamath Falls. Held in high esteem by residents, the thick conifer forests around its base and other nearby mountains provide enjoyable hiking and fishing. After the snow has melted from the trail, hikers have a relative hard hike ahead, but the views are magnificentand a continued tribute to this Southern Oregon landmark.
