“Based on this administration’s track record, there is every reason to believe they will invent countless reasons to drag their feet in response to the Court’s order that they reinstate MPP. Having been part of the team that created MPP in 2019, I can attest to the fact that it can be restarted quickly with the cooperation of our partners in Mexico who have as much reason as we do to want to end the chaos that the Biden administration has created at the border. 

“Many of us who were involved in the creation of MPP have served in both Republican and Democratic administrations. All Secretary Mayorkas needs to do is call us if he needs our help again. This is not a political issue. Ending the chaos at the border is in the interests of the United States, Mexico, and those who truly deserve political asylum in our country.”

Healthcare Laws Should Come with Black Box Warnings

The body is complex and pretty much every time we attempt to “fix” something we also cause problems. But, as a doctor, we understand the pros and cons, we warn the patient that there could be long-term effects, and when it isn’t an emergency we give them the option to take it or not. The healthcare system is also complex, and politicians continue to address the symptoms of our failing market, but they keep missing the real problems – they also seem to be causing more problems than the problems they are attempting to solve. They should have to provide warnings.

While I was working in the Emergency Room, basically every time someone came into the ER with the signs and symptoms of a whole system infection called sepsis, I gave them a drug called vancomycin. Vancomycin is “a great drug.” Patients almost always want you to use the biggest gun possible to kill their infection and vancomycin is one of the biggest guns there is because it kills a bacteria that few other drugs can kill.  The bad part about “big guns” is collateral damage.  Vancomycin kills bacteria, but it also kills kidneys.  I hated having to tell people that we stopped their first problem, but we also gave them a very big new problem.  Some of them would have kidney damage for life. 

Similarly, there is currently a systemic problem with healthcare – prices are increasing without providing increasing value. It doesn’t have to be that way, and there are plenty of examples of how to fix this correctly, but like doctors in the ER politicians often pull out the “Big Guns” to fix problems because voters like seeing them make these big gestures.

But, like the big guns in the ER – these large gestures have side effects too.

An example of this is the 80/20 rule that was a part of Obamacare. The rule says that insurance companies cannot profit more than 20 cents off of every dollar of insurance premium they charge to the “customer.”  The logic behind this is pretty simple. The government didn’t want insurance company executives to run away with huge profit margins so they just made a rule that makes it so they can’t.  It seems like a pretty good idea at first glance – The government thought that insurers were making too much, so they just limited how much insurers can make.

At least that was the idea of their top-down approach, but there are side effects.  Now that insurers can only profit 80 cents on the dollar, the only way to increase their profit is to spend more dollars!

So, assuming that businesses are incentivized to make money – which was the admission of the law to begin with – the 80/20 rules is just a law that essentially mandates the cost of healthcare to go up in order for insurance companies to increase profits?  And, as the NY Times pointed out last year – insurer profits are soaring – as are our healthcare prices.

Like healthcare, public policy is complex. But the answer usually relies on choosing a route that eventually leads to the patient not needing me – instead of needing to see me more often. Perhaps, if the government was to adopt this method and start backing out of healthcare instead adding more band aids to fix a market that they have already broken then it is more likely that the market would correct sooner rather than later – and again we have examples of this already happening in the market.

For now, all public policies should come with their own “Black Box” warning: Bad public policy risks fewer doctors, higher prices, and less access.

“I earned a BS Biology in 1982 and finalized my MA Biology in 1989, both from San Francisco State University. I was appointed Director of SFSU’s Sierra Nevada Field Campus by the Dean of the College of Science and Engineering in 1984 and retired as Director in 2010. In addition to administrative duties at the Sierra Nevada Field Campus, I taught university level classes in ornithology and botany, as well as serving as the Principal Investigator for the Neotropical Migratory Bird Monitoring of Riparian Habitats on the Tahoe National Forest project sponsored by the US Forest Service from 1991 to 2007.

This evolved into a deeper understanding of oceanography and the causes and effects of El Ninos/La Ninas and the Pacific Decadal Oscillation and their effect on Sierra Nevada temperature, rainfall and snowfall as well as examining the landscape changes and hydrological changes within my research areas. Realizing it was landscape issues and not climate change that had degraded our meadows and reduced wildlife, I initiated a partnership with the EPA and US Forest Service to form the successful Carman Valley Watershed Restoration project for which I coordinated the biological monitoring activities. 

The realization that landscape changes and natural ocean cycles could account for most of the observed ecological disruptions, I began intensely investigating the evidence for other claims that disruptions in the ecology of butterflies and pika in our local region, as well as frogs, polar bears and penguins were due to global climate change. Determining that every disruption was more parsimoniously attributed to events other than climate change, I wrote the book Landscapes and Cycles: An Environmentalist’s Journey to Climate Skepticism, and created the website landscapesandcycles.net on which I still post essays describing the natural and anthropogenic factors other than rising CO2 that can account for population changes and ecological disruptions.”

The Afghanistan Debacle Also Threatens Our Energy Future

While the public is appropriately fixated on the humanitarian crisis in Afghanistan, the Biden Administration’s decision to hastily pull out of the country has far reaching implications. One of these is Biden’s electric car ambitions for the U.S.

Just the News reports: 

Beijing already dominates the rare metals market needed for electronics, electric car batteries and computers, a reality made more painfully obvious with the current computer chip shortage that is slowing production of new U.S. cars.

And now with the haphazard U.S. withdrawal from Kabul, one of the world’s largest untapped deposits of lithium — estimated by some at $1 trillion in Afghanistan — is poised to fall into China’s hands just as Biden has ordered that half all U.S. cars be electric by 2030 and congressional Democrats prepare to vote to invest tens of billions of dollars more to push that goal further.

The irony of the connections is not lost on world leaders.

“So the West wants to go green with electric cars. To do that you need lithium for batteries,” British politician Nigel Farage tweeted last week. “Afghanistan has by far the largest lithium deposits in the world and Biden has just handed them over to China.”

If the Biden administration wants the U.S. to switch to electric cars, regardless of whether or not that will have a meaningful impact on our carbon emissions, it needs to take into account the resources needed for such a change to occur, namely, the lithium needed to make the batteries for electric cars.

This is another example of how disconnected the Administration’s stated ambitions are and the actions they take.   

Whether it’s giving a green light to the Nord Stream 2 pipeline, asking OPEC+ to increase oil output, or ceding all influence in Afghanistan to China and Russia, Biden seems hell-bent on giving up power to foreign actors and placing American in a position of dependence when it comes to energy. When it comes to the energy aspect of the Afghanistan debacle, the story is no different. 

China already dominates the world’s production of new batteries. They’ve corned the lithium market and the U.S. is reliant upon them for our batteries. Unfortunately, they also have a poor environmental track record. With the addition of Afghanistan to their portfolio, China will be able to increase its influence, furthering its imperial ambitions while continuing to disregard its impact on the environment. 

If the Biden administration wants to push electric cars, they need to back up their grand proclamations with real action to achieve their goals. Or, better yet, they could choose technologies that are actually proven to reduce emissions, such as nuclear power or carbon capture and storage, while working to improve our green energy technology so as to avoid reliance on bad-faith foreign actors such as China. President Biden still has time to put America first.

No state has joined the National Popular Vote Interstate Compact (NPVIC) in 2021 and this can be credited to the growing number of bipartisan opposition to the dangerous movement. Trent England, Executive Director of Save Our States, https://saveourstates.com/ discusses this increased bipartisan opposition to the NPVIC.

Trent recently authored an op-ed titled, “Democrats have second thoughts about destroying Electoral College,” about this “dead end” that 29 NPVIC bills faced as both democrats and republicans unified in opposition against the dangerous movement to nullify the Electoral College. 

One silver lining of the last election is a renewed appreciation for the challenge of running elections and maintaining voters’ trust. American history is full of bitter political contests—along with pandemics, wars, depressions, dustbowls, and the like. The Oregon Vortex

An unusual place rests five miles up Sardine Creek from Highway 234 (which turns two miles later into Second Avenue when in Gold Hill). Calling it the “Forbidden Ground,” Native Americans avoided the area, as apparently did their horses, wild birds, and other wildlife. Despite this, the Grey Eagle Mining Company in the 1890’s built a gold assay office on the site and near their mine. The structure was plumbed level when constructed.

During a heavy rainy season in 1910, a mudslide carried the slanted-wood building down the hill where it slid against a maple tree. No longer plumb or level, the house is still there but rests at a weird angle. Now named the “House of Mystery,” balls inside roll uphill, people stand weirdly, and brooms angle on end. Outside the twisted house, people appear dramatically taller when they shift positions.   

John Lister was a geologist, mining engineer, and physicist. Visiting the area in 1913, the Scottish scientist was intrigued by what he saw. Named the “Vortex”defined as a fluid or gas circulating around a core with its inside pressure being lower than its outsideLister later bought the property. He developed it in the early 1920s, conducted thousands of experiments, and in 1930 opened it to the public.

Lister claimed the property was at the intersection of strange forces he named terralines, or energy that causes a repelling (anti-gravitational) electromagnetic field. The story goes that Lister became so frightened by his discoveries that he later burned his notes. After his death, Maria Cooper’s family in 1961 left their Gold Hill service station and motel to buy the Vortex. Then in high school, Maria twenty years later quit her job as a social worker to run it when her father became ill. She continued on for years.

The controversy also continues. Balls seeming to run uphill and a pendulum hanging at an angle can be explained by the crazy, skewed building. It’s argued that this effect is caused by the distorted perspective of not seeing the horizon but against the background of converging lines. When visual references are skewed sufficiently, people can actually feel dizzywhich they do. Outside, however, is another story. Photographs of people changing places (one taller than the other) evidence their changing heights, based solely on the new position. Trees grow in weird shapes; people shrink or grow as they walk, one way or the other.

Is this an optical illusion, caused by terralines, or due to a deep metallic core with different influences? And according to John Lister’s wife, he burned all of his experimental notes believing that the world was not ready for his observations. The controversy continues today.

MAKE YOUR PUBLIC COMMENT – COVID 19 THERAPEUTICS

From Last Thursday – Community Activist and researcher “Mr. X” and we dig into what appears to be undue influence of the American Medical Association over the Oregon Pharmacy Board, making it next to impossible for Oregonians to have prescriptions filled for HCQ or Ivermectin, two drugs being looked at for both treatment of and potential protecting qualities against SARS CoV-2. If we’re serious about reducing hospitalizations and deaths we need ALL the therapeutic drugs and procedures available for our people, not just what the FDA, or the AMA, or the State of Oregon deigns to “allow” us.

Call To Action – Email the Board with your meaningful public comments, and let’s end this medical tyranny, stand for medical freedom, and allow Ivermectin and HCQ to be prescribed by our doctors OUTSIDE OF HOSPITALS and actually FILLED by our local pharmacists. Right now the rules are setup to REQUIRE Oregon Pharmacists to REPORT Doctors who prescribe HCQ and Ivermectin and they can actually LOSE THEIR LICENSE. Under the current administrative rule (NOT a LAW) HCQ can be given to someone in Oregon ONLY inside the hospital, and by then it’s often too late to be effective. Conclusions:

Moderate-certainty evidence finds that large reductions in COVID-19 deaths are possible using ivermectin. Using ivermectin early in the clinical course may reduce numbers progressing to severe disease. The apparent safety and low cost suggest that ivermectin is likely to have a significant impact on the SARS-CoV-2 pandemic globally.

Can Employers Require Employees to Be Vaccinated?
The short answer is yes, they can. But it’s a little more complicated than the short answer.

Employers historically have enjoyed pretty wide latitude to impose standards, policies, requirements and restrictions on their employees.

And that latitude includes vaccinations, if the employer can show reasonable cause for the policy. Here is how the Texas Education Association expressed it in answering questions raised by public school employees:

It is generally understood that an employer can require an employee to be vaccinated if the employer can show there is a “legitimate business necessity”—in other words, a very good reason—for the employer to require vaccinations.

But, that’s not all. There are exceptions.

If an employee can show they either have a sincerely held religious objection to vaccination or have a legitimate health concern (such as an allergy), the employee can likely be exempted from the vaccination requirement.

Valid exemptions will likely be relatively few, but some people do have long-standing religious objections or medical reasons for opting out. And employers should try to accommodate those exceptions to the best of their ability.

While employers might choose a “carrot” rather than a “stick”—i.e., incentives rather than mandates—to achieve their goal, the basic principle is that U.S. employers have the freedom to set the parameters for their workplace and employees. That is truer for private sector than public sector employers—precisely because the private sector isn’t part of the government—and truer for non-union shops than union shops.

That freedom is critical to a thriving free market and growing economy. And yet in many areas government policies are eroding that freedom. 

  • Employers should have the freedom to determine what they pay their employees. Minimum wage laws impinge on that freedom. 
  • Employers should have the freedom to determine what benefits they offer their employees. Yet government is increasingly impinging on that freedom—for example, by requiring employers to provide Obamacare-qualified health coverage. 
  • And employers should have the freedom to terminate employees who either do not perform up to expectations or create disruptions in the workplace. And yet both government regulations and union contracts often interfere with those decisions.

Many employers have struggled to keep their doors open during the pandemic while trying their best to accommodate employee concerns and government-imposed mandates.

Some people want to use the pandemic as an excuse to expand government’s role in the workplace. Most of those efforts should be resisted.

Free markets need flexibility to meet consumer demand while managing and maintaining a competent workforce.

In 2014, Judicial Watch obtained 79 pages of investigative reports from the Federal Bureau of Investigation (FBI) providing further evidence of ties between terrorist leaders Anwar al-Aulaqi and Omar al-Bayoumi, the government of Saudi Arabia, and FBI and Drug Enforcement Administration (DEA) counter-terrorism investigations in the days leading up to the 9/11 terrorist attack.

And in 2013, Judicial Watch obtained documents that showed the United States disregarded advanced warning of a 2000 Al Qaeda plot to hijack a commercial airliner because “nobody believed that Usama bin Laden’s organization or the Taliban could carry out such an operation,” according to intelligence documents obtained by Judicial Watch.

In 2008, Judicial Watch obtained newly declassified documents, including one titled, “Terrorism/Usama bin Ladin: Who’s Chasing Whom?” dated July 18, 2006, the Clinton administration was aware of a bin Laden suicide car bombing threat in London: “[redacted] . . . indicated bin Ladin planned to sponsor suicide car bombings against US interests in the UK, in part to punish London for ‘submitting’ to US pressure to bar his entry into the UK.” The information about the terrorist threats to London had previously been redacted.

The Klamath Project has generated an intense amount of controversy for many years now and it has become necessary to expose the underpinnings of the current push to further weaken our infrastructure. The entire story when viewed from any type of common-sense perspective seems more a movie plot where a diabolical madman tries to destroy the world.

In the mid to late 1980’s the “adaptive governance” mindset made its planed entry into the legal realm of Oregon through the legislative creation of the Dispute Resolution Commission, with an office in every county in the state.

This was introduced to save the courts time and move cases through the legal system at a faster pace. The interesting thing here is that the entire program was legislatively “abolished” in 2003, the University System was created and for the first time in our American system of government, a “University” became officially a State Agency as the responsibilities of the Dispute Resolution Commission were given to Portland State University, and it then housed under the Office of Community Dispute Resolution several sub groups as follows The National Policy Consensus Center, Oregon Consensus, Oregon Solutions, etc, creating an infrastructure and foundation for the intrusion of dispute resolution based “Consensus“ projects.

This entire system is engineered and encouraged to intrude upon our system of government and give the public and all affected a perception of legal correctness. When the use of “Consensus” is achieved it must be understood that it is outcome-based, and the typical tool is a “Predetermined Outcome”.

As an example, one professor has moved at every created “opportunity” a relentless attack on “Granted” property rights through a concept call “Natures Trust” a legal concept that requires altering the timeless “Public Trust Doctrine”, this is manifested in lawsuits brought by children to protect them from a future fictional harm by changing legal concepts of property rights. This concept is the point of the attacks on the Klamath Project, basically in the period of early 2000’s, the Environmental left through a strategy based on “Sue and settle” (which has since been exposed and made illegal) mounted a legal attack to force an outcome that was based in “Dispute Resolution” out of which came the “Consensus” based agreements KHSA, KBRA, etc.

These terms “Agreements” were made without the actualities or methods used being brought before the “Public”. In this intrusive enemy’s mind a perfect plan, but when examined thoroughly with an understanding of the protections built into our system it is not so perfect, it is clearly a deception and illegal. The following passage from the beginning of Oregon Revised Statute 183.502 explains the actual illegal usage of any “Consensus Process” to make war on the public or “The People” by attacking constitutionally protected “Granted Rights”. “ORS 183.502

Authority of agencies to use alternative means of dispute resolution; model rules; amendments of agreements and forms; agency alternative dispute resolution programs. (1) Unless otherwise prohibited by law,”.

The Oregon Administrative Procedures Act Section 183.400(4) (a) specifically address the invalidity of any rule by stating “(4) The court shall declare the rule invalid only if it finds that the rule: (a) Violates Constitutional Provisions;”

Here we must examine the concept of ‘Superior Law” referred to here as “The Klamath River Basin Compact”. The “Environmental Left tries to make believe that the protections of the “Compact” do not extend to what they refer to as “The Klamath Hydroelectric Project”. Here as a proof that is an undeniable FERC response to a comment submitted by Jackson County, Oregon. FERC by correcting the county attorney’s error in addressing the reference of the comment that they submitted. The original submission stated that the comment was concerning “The Klamath Hydroelectric Project 2082-0062”, the Chair of FERC responded with a correction that stated correctly that their comment regarded “The Klamath Project 2082.

Further in review of the “Klamath River Basin Compact” under the heading “Purposes” the following is found; “The major purposes of this compact are, with respect to the water resources of the Klamath River Basin: A. To facilitate and promote the orderly, integrated and comprehensive development, use, conservation and control thereof for various purposes, including, among others: the use of water for domestic purposes, the development of lands by irrigation and other means; the protection and enhancement of fish, wildlife and recreational resources; the use of water for industrial purposes and hydroelectric power production; and the use and control of water for navigation and flood prevention. ” Hydroelectric power production is 5th on this list and is also 5th in the clarification under Article III DISTRIBUTION AND USE Of WATER.

It seems imperative to reexamine the foundation of the pathway of understanding some simple truths. The State of Oregon is a “Trustee” and is duty bound to protect the people from the intrusion of people that wish to destroy our infrastructure, the County is a beneficiary to that same “Trust” duty. As a State Agency the County is obligated to protect the “Trust” and itself is obligated to fulfill the obligations of the State to protect the beneficiaries within the trust. Earlier a comment to FERC was mentioned, it is important to state that comment concerned the “beneficial use” of the water behind the dams that these intruders wish to remove. The use of the water was described as necessary to protect the region from catastrophic wildfire. What more important use for that impounded water could there be and during the Klondike Fire that threatened the City of Ashland, helicopters dipped more than 500 (five hundred) times in 1 day to bring the fire under control.

Public input from the citizens of Jackson County has initiated a response to catastrophic wildfire and prescribed burning that is unparalleled in the nation. Through using coordination with Federal and State Agencies the county has addressed a massive smoke intrusion that overwhelmed our business and residents for several years for months at a time. Even with the knowledge of dealing with the smoke issue we then had face the results and devastation caused by fire and subsequently suffered the loss of over 2500 residences and businesses in 2 cities of our county. The subsequent analysis proved the concept that to fight fire you simply must have water.

The limitations of impositions and the possibility of potential harms are why laws exist. As the public becomes more aware of these intrusions and responds in horror is absolute evidence of gross malfeasance or illustrative of a constitutional due process violation. The law mandates a Public Input Process that is well defined though willfully ignored, instead a falsified public input process has been substituted to create a false history of public acceptance. The involvement by “stakeholders” and numerous NGO organizations that are financially supported by other organizations outside our State is an unrealistic intrusion by a few overreaching into the lives of the entire population threatening granted rights that is in direct conflict of both Federal and State Law. It can only be concluded that the entire process that has been used, constitutes a broad-based scheme of artifice that does not give the actual consent or allow the ability of “the people” of the State of Oregon to give legitimate public input.

Any “Consensus” based Public Input Process involvement by third party beneficiaries or “Stakeholders” and documented as “Consent” to proceed is hereby rejected. The falsified historical record of NGO organizations funded by national groups and wealthy individuals that provide for an undue influence upon the public input process is also rejected as no true public input has been given nor sought. This plan in it’s conception and further implementation constitute an unlawful intrusion, infringement, and harm besides having no lawful authority to proceed.

The Lakes (Copco ad Iron Gate) on the Klamath River are CRITICAL in the ongoing need for sustainable water to fight wildfires that is abundant, easily accessed, and now most importantly given the newest technology, must be in the form of a LAKE for scoop-airplanes!

The rough operational area for a Viking Air (CanadaAir) CL-415 amphibious water-bomber (at approx.12-min. flight-time (43.5 miles) from water source at Copco and Iron Gate lakes) covers about 5,900 square miles, and covers major portions of all three counties, Siskiyou, Jackson and Klamath. 

As a shared wildfire suppression asset, the cost for lease/acquisition and maintenance for the aircraft is more reasonable than for a single entity or county. There may also be financial assistance from CAL-FIRE, ODF and USFS if the Counties take the lead.

In fact, the success over a recent catastrophic wildfire suppression in 2018 was in part due to one of these aircraft!

 SOU’s Championship Women’s Softball Teams

In 1982, Ben Fagone (after careers in the Army, a mail carrier in Medford, and past Mayor of Medford) with others started up a men’s softball team and league. He and his wife, Helen, were inducted into the Medford Hall of Fame for their involvement in Medford softball. With Ben, Larry Binney worked closely with this (both having fields later named after them), and in 1981 he was appointed to the women’s softball (fast pitch) head-coaching job at Medford High. 

The third season after taking the reins of this fledgling softball program, Binney in 1984 led the Black Tornado to its first state championship. After the North/South split in 1986, Larry retooled and his teams won back-to-back championships in 1997 and 1998. During his 20 seasons at North (retiring in 2002), Binney, the national coach of the year in 1998, racked up four state championships, 17 conference titles and 471 wins against just 103 losses and one tie (82% winning percentage). He also was inducted into the Medford Athletic Hall of Fame.  

Binney took over the SOU women’s softball program in 2004 and promptly led the team to back-to-back Cascade Collegiate Conference championships and the only three 30-win seasons in team history (up to then). His 2004 team finished the year with a 40-12 overall record, 20-5 in conference play, and advanced to the NAIA Western Regionals. Retiring in 2007, he had set a then program record with 109 wins and a 68% winning percentage (109-51). 

The SOU fast-pitch, softball team continued from there. In 2014, Jessica Pistole became the coach and took the Raiders to three consecutive World Series. In 2019, the Raiders won the national championship, finishing at 52-8 and setting a school record for wins for the third consecutive season under Pistole. The NAIA Softball Coach of the Year in 2019, she then left SOU for the head coaching job at the University of San Diego, an NCAA Division I school.

When she returned after that one-year stint, her SOU team continued its successes. The Raiders went 55-6 overall, breaking the school wins record for the fourth full season in a row.

At the 2021 NAIA World Series, they became just the second team in 10 years to capture the championship from the elimination bracket and the second team in 20 years to win at least five consecutive elimination games. They capped the run with back-to-back victories against rival Oregon Tech, claiming the winner-take-all finale in extra innings.

Pistole is now 274-88 at SOU with a win percentage of 76%. She’s produced the only four World Series teams in school history, and those teams are a combined of 204-44 (82%). In total, 10 Raiders garnered some form of all-star recognition this year; SOU received the National Fastpitch NAIA Coaching Staff of the Year award; along with Pistole receiving her second straight NAIA Softball Coach of the Year award.

“The US Food and Drug Administration has not approved ivermectin for use in treating or preventing COVID- 19 in humans and it has not been proven to be safe or effective for this indication. Pharmacists receiving prescriptions for ivermectin for the treatment or prevention COVID-19 should use their professional  judgment in determining whether to fill them. If you have concerns related to the prescribing practices of a practitioner, it may be appropriate to reach out to their licensing board. 

The following rules may apply: OAR 855-019-0200 General Responsibilities of a Pharmacist

The Oregon Board of Pharmacy serves to promote and protect public health, safety and welfare by ensuring high standards in the practice of pharmacy and through effective regulation of the manufacture and distribution of drugs.ORS 689.025 states that “the practice of pharmacy in the State of Oregon is declared a health care professional practice affecting the public health, safety and welfare”. Pharmacy practice is a dynamic patient-oriented health service that applies a scientific body of knowledge to improve and promote patient health by means of appropriate drug use, drug-related therapy, and communication for clinical and consultative purposes.

A pharmacist licensed to practice pharmacy by the Board has the duty to use that degree of care, skill, diligence and professional judgment that is exercised by an ordinarily careful pharmacist in the same or similar circumstances. OAR 855-019-0210 Duties of the Pharmacist Receiving a Prescription (2) A pharmacist receiving a prescription is responsible for: (a) Using professional judgment in dispensing only pursuant to a valid prescription. A pharmacist shall not dispense a prescription if the pharmacist, in their professional judgment, believes that the prescription was issued without a valid patient-practitioner relationship. In this rule, the term practitioner shall include a clinical associate of the practitioner or any other practitioner acting in the practitioner’s absence. The prescription must be issued for a legitimate medical purpose by an individual practitioner acting in the usual course of their professional practice and not result solely from a questionnaire or an internet-based relationship; On 4/2/2020, the Oregon Board of Pharmacy revised the adopted an emergency temporary rule (OAR 855-007-0085) which limits the dispensing of chloroquine and hydroxychloroquine (CQ/HCQ) as a measure to preserve supplies for treatment of malaria, inflammatory conditions, and patients with COVID-19 infection. In response to the challenges related to testing availability and delayed resulting times faced by Oregon care providers, the revised language permits dispensing of CQ/HCQ to hospitalized/institutionalized individuals with either a positive test result for COVID-19 or pursuant to a clinical diagnosis of COVID-19 infection.

As this situation evolves, the Board continues to reassess temporary rule OAR 855-007-0085, to continue monitoring emerging evidence, availability of testing, and by working with state leadership, the Oregon Health Authority and the Oregon Medical Board to modify or rescind the rule as appropriate .”

up for grabs in the

Super Positive Video Contest

KOBI-TV/NBC5, KOTI-TV/NBC2, and Josephine County Prevention are teaming up to present the “Super Positive Video Contest!” This is an opportunity for 15 to 18-year-olds to win scholarship awards. A total of $6,000 in scholarships will be awarded to the top three winning entries, and the first place winner will also have their production shown on Super Bowl Sunday on NBC5 on February 13, 2022.

Bob Wise, Vice President/General Manager of KOBI-TV/NBC5 and KOTI-TV/NBC2 commented, “We have been so fortunate to collaborate with Josephine County Prevention on a number of projects, but this one might be the most timely and impactful effort yet.  There could not be a better time for some positive messages to be created, especially from our teen population in Southern Oregon and Northern California.”

Shawn Martinez, Josephine County Prevention and Treatment Services Manager said, “It is time to share some positive messages and give teens the opportunity to use their voices to create a culture of positivity that will do us all some good.”

Interested teenagers from ages 15 to 18 can enter by creating a 30-second video production that conveys a positive message highlighting one of seven topics: Believe in yourself, Never give up, Be grateful, Work hard, Stay humble, Be kind, or Keep smiling.
