COMMENT TO CITY OF MEDFORD re THURSDAY’S MEETING

Mayor and City Council,
I respectfully demand that the City Council hold off on its decision regarding increasing public safety fees and the hiring of additional employees. This current council is a “Lame Duck” council, with a new council coming in just a few weeks. This hearing is being conducted during the holidays, a time that is least likely to be on the public’s “radar”. One could be forgiven for wondering if not having the people really pay attention to this action is your actual intent. I hope that isn’t the case.
Police and Fire employees are some of the most expensive employees we train, hire, and equip. Not only are taxpayers on the hook for current costs, but also future health, retirement, and pension costs, not necessarily reflected in safety fee increases we pay today. It appears that adding additional Fire employees is desired in order to staff medical teams. In my opinion this is bureaucracy’s natural tendency to grow itself. You’re getting a “Increase in Calls” but it’s not fire, it’s medical.
Why isn’t there a greater focus on Mercy Flights doing the heavy lifting on increased medical calls? News 10 reports on some of this recently with the “New Tiered Emergency Response System takes Flight” story – https://ktvl.com/…/new-emergency-response-call-tiered…#
This is an option which should be expanded. Mercy Flight employees are not PERS employees and are not a permanent future burden on taxpayers. It’s a smarter way to go, and avoids the ridiculous mission creep and costs associated with Medford Fire sending a two or four person crew in a $500,000+ fire truck to take care of a medical call, whether it’s a Greenway overdose issue, or a “Grandma fell out of bed” medical call.
Resist the tendency to do the bidding of the Medford Firefighters Association PAC #1318, even though many councilors accepted campaign funding from this group. Speaking of which, why isn’t this considered a conflict of interest when making this kind of a hiring/public policy vote?
Additionally, a permanent increase in the number of Livability Team police employees is unwise. Not saying they aren’t needed right now, but eventually the Boise decision, which is driving much of our current ridiculous coddling of the “Unhoused”, will be litigated toward a more common-sense approach.
If these lame duck actions by the Council are in response to requirements in a grant stream funding process, the ultimate burden on the taxpayer needs to be considered, as the grants do not take into consideration the public’s opinion or consent. Grant stream funding should not be used as a pathway to social economic change without the consent of the body politic.
Additionally, grant stream funding does not pay for the long-term costs, they’re only a pathway to initial implementation. Best to eliminate acceptance of such grant stream funding used for temporary funding that allows this intrusion between the The People and its government.

Prince Harry and Meghan Markle’s interviews and media projects likely brought “stress” to Queen Elizabeth II and Prince Philip in their final days, a psychiatrist has claimed. Following the premiere of the couple’s Netflix docuseries “Harry & Meghan” last week, GB News host Mark Dolan interviewed Dr. Carole Lieberman who said:
“I think that [Meghan] and Harry are responsible to some degree for the deaths of Prince Philip and the Queen because Prince Philip, [though] he was of a certain age and getting in frail health, died a month after the Oprah [Winfrey] interview. And then the Queen died in anticipation of this Netflix documentary and Harry’s book,” Lieberman claimed on GB News’ “Mark Dolan Tonight.” “I think that stress broke their hearts. That stress I think literally led to or at least contributed to their deaths.”

65 percent of small business owners say they’re concerned that economic conditions could force them to close their businesses, according to a new Job Creators Network Foundation (JCNF) poll.
“Small business sentiment is souring as we enter the holiday season, which should be sending off alarm bells within the Biden administration, according to Elaine. “Entrepreneurs are feeling pessimistic because of high inflation, the threat of tax increases associated with government programs like the proposed $400 billion illegal student loan bailout, and more government red tape. The survey represents a clear rebuke of policies pursued by the White House thus far this year—suggesting the administration should reverse course in 2023.”
Other key takeaways from the poll include:
- 74 percent believe taxpayers should not be responsible for covering expenses associated with the Biden administration’s illegal student loan bailout. (JCNF has taken legal action to block the program’s implementation.)
- 72 percent of small business owners support making the 2017 Tax Cuts and Jobs Act permanent.
- Inflation has gone nowhere in the minds of small businesses as it continues to dominate their concerns and three-quarters (76 percent) don’t believe the Biden administration is doing enough to combat it.

Lisa Rinna: The Medford Actress Who Made It

Born in 1963 in Newport Beach, California, Lisa Rinna grew up in Medford after her family moved there. Her father, Frank Rinna, had graduated summa cum laude from the California College of Arts and Crafts; after working in the early1950s for five years as a staff artist, he freelanced on agency accounts, such as Chevron and Harry & David. While working on Harry & David, he was offered the job of Executive Art Director, which involved moving to Medford. Frank retired in 1988 with his watercolors featured at the Britt and in private collections.
A cheerleader from junior high through high school, Lisa attended schools here and graduated in 1981 from Medford Senior High school. While in high school, she acted in shows as “Fiddler on the Roof” and “Hair”. While there, she dreamed of “a more fabulous life.” She studied drama at the University of Oregon after high school, but dropped out after her first term when she was denied entry to its advanced acting program.
She moved to San Francisco, where she pursued a modeling career. In 1986, she had her lips injected on a whim with silicone for that “pillowy” look, along with a “real big ‘boob’ job.” In 1987, she moved to Los Angeles to become an actress, landing early roles on TV commercials, guest appearances on “Baywatch,” and appearing in low-budget movies.
Her career took off in 1992 when she won the role of Billie Reed in the daytime soap opera “Days of Our Lives.” This role earned her back-to-back Soap Opera Digest awards in 1994 and 1995, including “Outstanding Female Newcomer.” Lisa then moved to Fox’s prime-time soap “Melrose Place” in 1996. On “Melrose,” she played the scheming Taylor McBride; this character also became an instant hit and she soon met her future husband, actor Harry Hamlin.
Hamlin had graduated from Yale University in 1974 with a BA in Drama and Psychology and then earned a Master of Fine Arts degree from the American Conservatory Theatre. Hamlin appeared in the title role in the 1979 television miniseries “Studs Lonigan”–but his big-screen break was the starring role in the 1981 Greek mythology fantasy epic “Clash of the Titans.”
Afterwards, his career faltered but he returned to television in two miniseries, “Master of the Game” and “Space” (based James Michener’s novel). Following this, Hamlin’s popularity skyrocketed when he starred on the highly popular NBC legal drama series “L.A. Law,” as the principled attorney Michael Kuzak from 1986 to 1991, being voted in 1987 as People magazine’s “Sexiest Man Alive.” Leaving the series, he tried to revive his movie career; however, this was unsuccessful and so far he has only starred in B movies and direct-to-video features. Lisa and Harry married in 1997.
In 1998, Lisa created a stir when she posed for a nude cover in Playboy’s September issue when six months pregnant. She posed again as the cover model in May, 2009–this time in a skimpy leotard, suit jacket, lacy peek-a-boo bra, and fishnets. After “Melrose Place,” she hosted or co-hosted several TV shows, including “Soap Talk” where she earned four Emmy nominations in the “Outstanding Talk Show Host” category. In 2006, Rinna was in the second season of “Dancing with the Stars” as a celebrity competitor. The appearance helped her land the lead role in Broadway’s “Chicago” in 2007–the same year she began her duties as the red-carpet commentator for the TV Guide Network at such events as the Emmy Awards.
More recently, Rinna has written three books, released a series of exercise DVDs, launched a fashion collection (Belle Gray by Lisa Rinna) on TV’s QVC, had a reality show with her husband (“Harry Loves Lisa”) for six episodes, and served as Anderson Cooper’s co-host on his daytime talk show. Her latest venture is a line of lipsticks, lip liner and lip gloss called Rinna Beauty–and continues as a lead in the “The Real Housewives of Beverly Hills” (which she joined in 2014).
There is no question that Lisa has used her exotic looks, infectious energy, and savvy business acumen to become one of the most recognizable faces in Hollywood–and a long way from Medford.

One story in the front section regards the “Student Health Survey” which is given to 6th, 8th and 11th graders in Oregon public schools. The survey is mindbogglingly long, invasive, and largely inappropriate for the intended audience.
Thanks to Common Core, many parents are already confused when helping their kids with math homework.
This ‘health’ survey requires an expanded vocabulary due to the topics covered.
This week students in Three River schools are taking the survey. I posted it on the Eagle website early as a top story so that interested parents can learn more today.

Why a former U.S. Marine remains behind bars in a Russian prison.

Paul Nicholas Whelan is an American who was accused of spying and detained by Russian security forces in 2018. He received a 16-year prison sentence in 2020. He currently resides in IK-17, a grim high-security prison southeast of Moscow.
Whelan, a former U.S. Marine, had become a frequent visitor of Russia for work and play. He made friends with an unnamed Federal Security Service employee, who Whelan believes had him set up. “The story was that the DIA [U.S. military intelligence] sent me to Moscow to pick up a flash drive with the names and photos of students from the border guard school,” he told BBC News.
According to Whelan, no concrete evidence of the plot was presented by his accusers. He suspects Russian security forces fabricated an excuse to detain and use him as leverage in a prisoner exchange. He said the names of two Russians incarcerated in the U.S. were always mentioned: convicted drug smuggler Konstantin Yaroshenko and arms dealer Victor Bout, so-called the “Merchant of Death” because of the size and scope of his gruesome enterprise.
It looks like Whelan was right. Today, the U.S. released Bout in a prisoner swap—but not for him. Instead, we traded Bout for Brittney Griner, a female basketball player who was arrested in February for carrying cannabis products in Russia, where the drug is illegal.
It’s hard to think of a moment that better encapsulates everything wrong with the U.S., of an instance that better defines its stupidity and malice. Read more at:

Oregon teachers are realizing their unions support policies that harm the students they love, and that their parent group, the National Education Association, reported spending more than twice as much money on political expenditures than it did on representational activities for its members.

“Today’s argument shows a number of justices are skeptical of respondents’ claims. The argument also reiterated that the plain text of the Constitution gives state legislatures the power to write the laws that govern federal elections. The Constitution ought to be honored, and state courts should not seize the power to act as super-legislatures. Allowing the people’s elected lawmakers to make law is not a threat to democracy, it is democracy. The argument also showed that a muscular ruling in favor of North Carolina lawmakers would not make legislatures unchecked and all powerful. A ruling in favor of respondents, however, risks exactly that: courts seizing the power to write and rewrite election laws, with few, if any, checks.
“The U.S. Supreme Court has a chance to set the record straight with a clear ruling that affirms the Constitution and limits the ability of partisan lawyers like Marc Elias to continue their campaign to use rogue courts to skew election rules for partisan gain. To do otherwise would be to leave the door wide open to unprecedented partisan litigation to change election rules on the eve of a presidential election. A clear ruling now could avoid that chaos, and that would be a win for voters and for the rule of law.”

Shirley Patton: A Legend in Her Own Time

Shirley Patton’s family moved from a small town in Washington to Portland during World War II. She loved acting in high school and was a theater major at Stanford University where she learned about Angus Bowmer and his tiny theater company in Ashland, the Oregon Shakespeare Festival (“OSF”). After graduation, she came to Ashland in 1958 at age 20.
Shirley was asked to play the role of Viola in “Twelfth Night,” the morning of the opening night when the original actress became hospitalized the night before. “I wasn’t even the understudy,” Patton said. This started her acting career at OSF. Although she returned to Portland to teach in supplementing her acting, Bowmer invited her to return although he had given out all of the scholarships he had at that time.
Shirley met her husband, Bill Patton, only minutes after she got off the bus. Bill was the general manager of the company at the time. They were married six months later, about when the theater was torn down when the fire department condemned it. They were married for 52 years before Bill passed away in 2011. The OSF dedicated its 2011 season, its 76th, to Patton, who had led the company from 1953 to 1995–another story in itself.
Her life revolved around the theater, and she was a member of the OSF acting company for 30 seasons and played more than 50 roles. After leaving OSF, she performed in numerous local theater venues on many stages, such as the Camelot Theatre, Southern Oregon University, and the Craterian Theater in a variety of roles.
One of her most memorable roles was in the Pulitzer Prize and Academy Award winning story of “Driving Miss Daisy” in 2014 at the Camelot Theatre. Livia Genise, the artistic director, asked her whether she would like to play Daisy Werthan–but there was a problem. Patton had been diagnosed with Parkinson’s disease. Parkinson’s is a degenerative disorder of the central nervous system for which there is no cure. Patients in the early stages often develop tremors, move slowly, and have trouble walking. Speech can be affected.
Shirley said, “If Daisy can have Parkinson’s, then yes.” She’d work on the problems but she couldn’t mask a tremor in one hand. So this Daisy had a tremor. Patton came to the first rehearsal in January with nearly all of her lines memorized. She worked on her balance, the quick changes needed of costumes, voice, and breathing. The applause on opening night was deservedly long.
In January 2019, Shirley Patton was in her 75th year of acting and celebrated 60 years of service with the Tudor Guild, as its longest standing member. The Tudor Guild supports OSF financially through its gift shop. Patton, however, also helped find housing and household items for actors, along with child care for employees, volunteers, and even audience members. Shirley is also the voice for JPR’s “As It Was” stories since 2005.
She starred in Camelot Theatre’s “The Gin Game” in 2019. Southern Oregonians are lucky to have seen or know Shirley Patton over these years. She is not only very talented and dedicated, but also someone you would like to know as a friend.
