Marbut has a PhD in Political Behavior and American Political Institutions, and his career has been marked by bipartisanship having served as Chief of Staff for San Antonio Mayor Henry Cisneros in the 1980s, as a White House Fellow under George H. W. Bush, and most recently as the Executive Director of the U.S. Interagency Council on Homelessness from 2019 to 2021 under both the Trump and Biden administrations.
A new report from Discovery Institute, says Congress and Executive Branch need to focus more on untreated mental illness and substance abuse to reduce homelessness, drug overdoses, jail overcrowding, and misuse of emergency rooms. Dr. Robert Marbut, a Discovery Institute senior fellow and former Director of the Federal Interagency Task Force on Homelessness is presenting this report on Capitol Hill this week.
The Institute’s report recommends that Congress:
- eliminate the Housing First policy and adopt the Housing PLUS Act;
- require that supportive services such as addiction treatment and job counseling services be combined with housing initiatives; and
- revise the “IMD Exclusion” policy of Medicaid that limits care for mental illness and is responsible for much suffering on urban streets.
“The housing first policy often results in a housing only policy in many cases,” says Dr. Robert Marbut, a Discovery Institute senior fellow and former Director of the Federal Interagency Task Force on Homelessness. “A more diverse policy should include treatment for mental illness and drug addiction. Congress should be measuring how many lives are improved and how many people exit homelessness, rather than promoting how fast and how many taxpayer subsidized housing are given out,” adds Marbut. According to HUD’s five categories of homelessness, there are almost 1.2 million adults experiencing homelessness today. Additionally, the Department of Education reports another 1.5 million children

In case you missed my speech at today’s school board meeting.
“It can’t happen here. We can’t afford it. We don’t have time to do all that.”
Jack Martin, President of The Martin Group and retired Chief of School Police at Indianapolis Public Schools stated these are the reasons school security fails. Tragically, Hidden Valley High School, essentially regurgitated these excuses to me in an attempt to validate her inaction in what was only the latest incident of unprovoked, premeditated, video-recorded, group violence targeting a student at Hidden Valley High School. Last year, a video went viral on social media and was heavily reported on in the news that depicted a Hidden Valley student as the victim of a viral, brutal, videotaped, group attack that ultimately landed her in the hospital. It was reported that the administration at the high school refused to adequately reprimand students involved until after the incident was blasted on the news.
This time, the victim was my son. My child was the victim of a premeditated, recorded, violent attack that went viral on social media wherein several students blocked the exit of the bathroom preventing my son from escaping or defending himself out of fear of being jumped. The main attacker first ensured his co-conspirators were recording, then, when my son was unaware-washing his hands, the main attacker repeatedly and relentlessly sucker punched my son in the back of the head and neck. Not only did my son not receive any medical attention, but I was not even made aware of this vicious attack until over 3 hours later, after my son was already on the bus ride home. Hidden Valley High School, refused to create a plan of safety, rejected my suggestions, and suggested my son, the victim, be followed around—not the perpetrators of this violence.
None of the students blocking the exit and recording the attack were punished in any way. What kind of message does that send? This type of premeditated, filmed, group attack is not your average school fight, they are the work of deeply troubled teens, but these attacks are becoming normalized and common place at Hidden Valley High School. According to the National Center for Education Statistics, there were more school shootings in the 2021 school year than any other year on record. Cyber bullying has more than doubled in the last decade, and 1 in 5 secondary students report as being a victim of bullying every year. These are all strong factors in teen suicide. Don’t let the next victim be your child.
The rogue valley is a special place. In fact, it is so special, most residents choose the stay here all their lives. I would be willing to bet that many here, in this room today, have spent the majority of their lives here. Raising and educating children truly takes a village. Our village has been largely divided recently; but, if there is one thing we can agree on, it is that our top priority is ensuring the safety of our children. Parents in this community are aware of these issues, and we are prepared to unite and ensure that they are addressed. Martin Luther King Jr. once said, “The time is always right to do what is right.” I am asking you to do what is right, what you signed on to do, your most essential responsibility: please take action—please ensure the safety of our children.

Located 40 miles south of the California-Oregon border in lightly populated Siskiyou County, Mt. Shasta is 14,162 feet high and managed by the U.S. Forest Service as part of the Shasta-Trinity National Forest. As the second highest volcano in the continental U.S., this prominent landmark rests beside the historic Siskiyou Trail–an ancient Indian trade route between California’s Central Valley and Pacific Northwest–which Interstate 5 now partially follows.
The volcano has erupted at least once each 800 years during the last 10,000 years, the last one occurring in the 1780s. These eruptions have formed lava domes, lava flows down its slopes, and massive mudflows extending over 25 miles into the valley. Geologists warn that future eruptions could wipe out the towns along Shasta’s base, and several hot sulphur springs near the summit indicate that the mountain is still active. Such an eruption, however, is not deemed at this time to be very likely.
Led by Captain E. D. Pearce of Yreka, an eight-man party in 1854 made the first recorded, successful ascent of the summit. Rising nearly 7,000 feet above the timberline, the grassy tundra areas, large rocky fields, and glaciers prominently cover most of a treeless region on that route. Owing to being 10,000 feet above land, the mountain is famed for its prominent and widely-photographed lens-shaped clouds.
Although severe weather conditions can occur year-round, it is not a difficult mountain to climb. At least 50 people have died over time when climbing the slopes, however, owing to falling rocks, becoming disoriented and slipping over the wrong side, or from hypothermia. Some 5,000 people–increasing each year–reach the summit each year.
Like so many awe-inspiring mountains, Mount Shasta is the focus of numerous legends, myths, and stories. Native American lore held that Shasta is inhabited by the spirit chief Skell, who descended from heaven to the summit. Since then, many other faiths are attracted here–from Buddhists to New Age groups–and is a spiritual destination.
Some believe that survivors of Lemuria, another lost continent that sank under the Pacific Ocean with Atlantis (owing to a thermonuclear war between the two), live within the mountain in a city named Telos. An 1894 novel, A Dweller on Two Planets (written by Frederick Spencer Oliver), tells the story of how Lemuria sank and its people traveled there. Oliver claimed that Lemurians lived in an underground complex of tunnels, were seen walking on the surface in white robes, and were a super-human race that could change from the physical to a spiritual state.
Arguing that aliens use the cloud camouflage to hide their spaceships, some consider it to be a UFO landing site, or have seen everything from Lemurians to Yetis. It is not surprising that New Agers view Mt. Shasta as an energy-power center. When a very rare planet alignment occurred on August 16–17, 1987, Mt. Shasta was one of the few centers selected (along with the Egyptian pyramids, New Mexico’s Chaco Canyon, Mt. Olympus in Greece, Machu Picchu in Peru, and Mt. Fuji in Japan, among others) as part of the first worldwide, synchronized meditation. Believing Shasta to be one of the prescribed, worldly acupuncture points for “cleansing energy,” 1,000 people camped on its slopes that Friday night and another 1,000 packed the area’s 15 hotels, all there for the long-awaited planetary purification.
Although the 1987 Harmonic Convergence is recognized annually, the 25th anniversary was held in 2012. The activities included “ascension preparation and activation” workshops, channel teachings, new healing tools, vendors, music, sacred dances, a concert, and a group ascension ceremony on Mt. Shasta. The 35th wasn’t as elaborate. (Note: In 1987, when viewed from earth, the sun, moon and six out of eight planets were aligned at the apexes of an equilateral triangle.)
This mountain apparently has something for everyone.

-A critical way of encouraging that is ensuring they remain part of conversations and social events, but with that comes adjustments for loved ones.

- Minimize distractions in their company
When you’re having a conversation, turn off the TV, radio or any music that may be playing and allow the focus to be on the conversation.
- Don’t interrupt or finish a thought
As someone is telling a story, they may grasp for details or repeat themselves. Allow them space to do so – interrupting them or jumping in to finish their story can be discouraging and make them reluctant to try again in the future.
- Ask direct questions
People with cognitive decline can struggle with open-ended questions. For instance, asking ‘What would you like to do today?’ forces them to consider options and try to come to a decision. Instead, ask “Would you like to go for a walk?” or offer another activity they enjoy. Yes or no questions help direct their focus.
- Stay upbeat
It can be difficult watching a loved one struggle to remember names, details or shared memories. That said, they’ll be able to pick up on any sadness, frustration or negativity through your facial expressions and body language. Always try to focus on the positive.
- Recognize when a break would be welcome
If you sense frustration creeping in, change the topic in conversation, or suggest a different activity – maybe a walk or a change of location. You can even just lean in for a hug or take their hand for support.

One thing has become clear about the proponents of the measure, they cannot defend what’s in it and they cannot answer a question.
Instead they prefer to divert the conversation into meaningless and rambling diatribes about, well, we don’t really know what they are about, except that it has something to do with equity. Or something.

The final debate was presented by the Portland City Club and moderated by Fox 12 TV in Portland.
As a side note, the Eugene City Club invited OFF to debate Mark Knutson. A date was set and agreed upon. Shortly before that date, the Eugene City Club emailed us and disinvited us with no explanation. The Salem City Club extended an invite to debate but no one from the other side agreed to.
While OFF would have eagerly accepted any opportunity to debate Knutson one on one, he was… not available. So we accepted the Portland City Club invitation where it was only two on one to keep it fair.
Neither of our opponents actually had anything to do with writing the measure. Those folks prefer to stay in hiding.

Only a handful of insiders realize the true magnitude of the border crisis and its consequences.
Those in the know include defanged Customs and Border Protection (CBP) agents, neutered Immigration and Customs Enforcement officials, journalists whose truthful reporting rarely makes national headlines, Department of Homeland Security Secretary Alejandro Mayorkas and his White House superiors. Otherwise, the dangers that open borders represent are kept tightly under wraps to avoid bad optics. The world, however, knows that accessing the U.S. interior is merely a matter of getting to the border, crossing and beginning the journey – often White House-aided and abetted – to the final destination for those who enter illegally. In President Biden’s eyes, the world is welcome.
In mid-August, for example, CBP caught ten illegal immigrant adults posing as the ubiquitous unaccompanied alien child (UAC). The phony minors, apprehended at Texas’ El Paso Sector, ranged in age from 18 to 26; by law, UACs must not have reached age 18. All were Guatemalans who claimed to be minors to avoid deportation.
Days later, at the Del Rio Valley Sector, agents stopped an 18-wheeler crammed with 150 smuggled aliens that included 17 gang members, one sex offender and one convicted of murder. MS-13 members were among the identified gangsters. This fiscal year, an estimated 130,000 UACs, some self-defined, have entered. The CBP press release on the DRV action concluded, vaguely: “All subjects were processed accordingly.”
The Coalition Against Trafficking Women, Latin American branch, estimates that 60 percentof Latin American children who embark on a U.S.-bound journey, either alone or with smugglers, are captured by cartels, and then forced into pornography or drug trafficking. In addition to enduring a moral nightmare, those migrants who successfully make it to the U.S. interior will have outstanding debts owed to the coyotes and cartels that will take them a lifetime to payoff. To make sure that smuggling accounts are settled, the aliens are forced to wear GPS wristbands so that the cartel can monitor their movements. Cartels are the world’s most powerful criminal organizations and have created the largest form of modern slavery. The New York Times estimated that cartel revenues reached $13 billion this year, up from $500 million in 2018, a 26x increase in fewer than five years.
Over the years, illegal immigration has reached such extraordinarily high levels that it begat more illegal immigration. Decades of porous borders, inadequate interior enforcement and the current welcoming environment have facilitated today’s historic and continuous wave.
In 2018, during interviews in Guatemala’s tiny 17,000 residents-strong Concepción Chiquirichapa, reporters learned that almost everyone has family, or knows someone with family, in the U.S. Think about what that amazing statistic conveys: individuals thousands of miles away from Los Angeles, Chicago and New York, and with few transportation options in their remote villages, have departed for the U.S., confident that they’ll get in, and will remain indefinitely.
But neither unlawfully present parents nor their children who are joining them, trafficked or not, deserve a free pass from the Biden administration. In previous UAC waves, 60 percent of the children were handed over to illegally residing parents. U.S. District Judge Andrew Hanen, in the Southern District of Texas, wrote of several instances in which parents “initiated the conspiracy to smuggle minors into the country illegally,” a reference to contracting with traffickers.
Then, Hanen continued, instead of enforcing immigration laws, “DHS completed the criminal conspiracy…by delivering the minors into the custody of the parent living illegally in the United States.” Hanen’s message: Nonenforcement encourages parents to pay coyotes to bring their minor children north. UACs will continue to flock to the border as long as their illegal alien U.S. families can criminally bring their children to the U.S. without concern for their own removal. Judge Hanen’s criminal conspiracy allegation is tough talk, but accurate. And with the entire U.S. a sanctuary nation, nonenforcement’s failures and the fallout are painfully obvious.

- The NYC center is located at 107 East Broadway, inside the headquarters of the American ChangLe Association, (ACA) a nonprofit with close ties to the Chinese regime.
- Safeguard Defenders identified 54 overseas police service stations across five continents, including in cities from Toronto to Dublin, although the total number is unclear.
- A group of House Republican lawmakers sent a letter on October 7 to Secretary of State Anthony Blinken and Attorney General Merrick Garland, expressing “our grave concern over reports of the law enforcement presence of the People’s Republic of China in New York City.” The lawmakers demanded answers to six questions before October 21.
- China has delayed the release of its latest economic growth figures, which were due to be published as the Communist Party’s leadership gathers. President Xi Jinping is expected to be confirmed for a historic third term at this week’s party congress in Beijing.
- The decision has been described as “very rare” by experts and is seen by some as a sign of further weakness in the world’s second largest economy.
- Scores of Chinese scientists who worked at one of America’s most advanced weapons labs have been recruited by Beijing to help develop hypersonic technology, deep-penetrating warheads, drones, stealth camouflage and quiet submarines.
- Some 162 Chinese scientists at Los Alamos National Laboratory, the US birthplace of the atomic bomb, went back to China as late as last year to work on futuristic programs with potential military applications, according to an exhaustive new report by Strider Technologies, a private intelligence firm.
- The White House said on Monday that President Xi Jinping was leading China in a more “aggressive” direction. “We’ve seen a very different China emerge in recent years under Xi Jinping’s leadership,” Anthony Blinken, the US Secretary of State, warned.
- Republicans demanded an end to the “espionage” as party members called on the Biden administration to launch an investigation into Beijing’s “malign” efforts.

FDA’s Catastrophic Safety and Quality Oversight Failures on COVID Vaccines

Since its inception in 1934, The Food and Drug Administration (FDA) has regulatory to oversee drug and medical products manufacturing processes and quality control to protect the public from unsafe products.
Recent research revelations from career pharma insider whistleblowers, Alexandra Latypova and Hedley Rees, provide chilling information on catastrophic safety and manufacturing oversight failures for the still experimental COVID-19 injections that are linked to the skyrocketing deaths and complications happening to people around the world. Dr. Michael Yeadon, former Pfizer Chief Scientist Worldwide for Respiratory Pharmacology, has reported that Pfizer documents showed the FDA knew of the death risks.
Making the mRNA for the product is a complex, multistage process. Each step entails potential errors that can be amplified at later stages. Scaling up any process is problematic. To make millions of doses required scaling up at breakneck speed. One batch may contain up to 900 liters; problems were encountered at 37 liters, and it appears nothing has been done to resolve them.
Theoretically, every vial of vaccine is supposed to have uniform content. But
independent analysis reveals more than 10,000% variability in potency from batch to batch. Other violations of safety and quality control include the following:
Not a single vial tested had ingredients or doses that conformed to FDA labeling requirements.
- Some vials contained NO mRNA, others contained massive doses far exceeding stated amounts. Is this a cause of “sudden death” soon after vaccination?
- Some vials contain high concentrations of DNA and protein impurities in quantities far exceeding allowed limits specified by the manufacturer. Numerous other contaminants have been described.
- Some batch numbers of Pfizer and Moderna are associated with more than 5000 adverse event reports in the CDC’s Vaccine Adverse Event Reporting System (VAERS). Yet other batch numbers show zero to only a small number of adverse events. Such variance should not be happening if consistency and quality manufacturing standards were followed.
- Almost all vials examined contain high contamination levels of various metals that are toxic to the human body.
Additionally, frozen vaccines are delivered to vaccination centers in an UNFINISHED state. This means multi-step “finishing” procedures have to be carried out on sites that are not equipped or qualified to do such procedures safely and properly.
Any of these problems should have stopped production lines. Shockingly, the normal Good Manufacturing Practices (GMP) standards and pharmacovigilance oversight have been flagrantly ignored by all of the COVID injection manufacturers. The U.S. and European oversight agencies (FDA, EMA) have turned a blind eye to the fact that GMP standards are not being followed. This is unprecedented in the history of the FDA and is an outrageous violation of public trust.
The implausible scale of Pfizer mRNA manufacturing, based on documents received from Freedom of Information Act (FOIA) requests, suggests to experts that Pfizer is either combining batches, diluting to an unprecedented degree, relabeling older products, or something even more fraudulent. There simply is no way with current production capability to reach that scale of production and maintain reliable safety or quality.
Another stunning revelation from pharma insider Hedley Rees from the UK is that “over a period of 40 years, Big Pharma has outsourced every physical activity it possibly could, until it has lost its ability to develop new drugs—drug development, manufacture and distribution is now in the hands of third party organisations.”
In his INSIDE PHARMA article, “The One Thing Big Pharma Can’t Outsource—Culpability,” Rees explains: “Outsourcing manufacture can work so long as the development process and control are in the hands of the developer and the developer allows detailed instructions and specifications to be handed down to contractors and suppliers.” However, Big Pharma has lost control, and out-sourcing has brought it to the brink of failure, he states. “The only way to deliver blockbuster revenues in an acceptable timescale, was to cheat. To deceive and falsify in the most cynical way possible, hang the consequences.”
Disregarding the many questions raised about the safety of the mRNA technology itself, the dangerous violations of regulatory oversight of manufacturing and distribution revealed by courageous whistleblowers should alone halt the program.
Your shot may contain virtually no active ingredient—perhaps helping to explain apparent lack of efficacy. Or it may contain a massive overdose—perhaps explaining the high frequency of “sudden death syndrome.” You have no way to know which you get when you take “the jab” or get a “booster.”
For those who suffer adverse side effects and prolonged complications of the experimental COVID shots, there are integrated treatment approaches to help patients restore health. COVID injection manufacturers—Pfizer, Moderna, Johnson and Johnson, and AstraZeneca—should all be held accountable for their negligence, but we must not stop there. Americans and people around that world must hold our taxpayer-funded regulatory agencies accountable for their gross failures to protect a trusting public.

Woke human resources and “diversity, equity, and inclusion” policies are rendering the modern workplace into an ideological killing field. Not battlefield – killing field. Job hunters and companies can match up on skillsets and on the freedom to just work and succeed and not get caught up in the political struggle session that so much of corporate life has become. It’s a way of breaking out of what Bill Maher brilliantly calls the “unified theory of wokeness.”
Along with being a board for jobs anchored on freedom, Red Balloon is leading the charge to restore workers’ rights to free thought and speech. The company has published a first-of-its-kind Employee Bill of Rights.
“Workers have rights, and not just when they’re choosing to reject pronoun nonsense,” said RedBalloon CEO Andrew Crapuchettes. “Too many workplaces have become overrun with the belief that all employees must think and act the same within the liberal work culture. But the
law says otherwise, and employees understanding their rights is a first step in pushing back against oppressive workplace ideologies.”
Red Balloon’s legal team drafted this Employee Bill of Rights and Responsibilities to address the whole spectrum of modern work – pay, organizing, freedom of speech – everywhere the majority who are non-woke find themselves under ideological and emotional siege.
“Every day we read a new story about someone being fired for refusing to use pronouns, or someone is harassed because they are registered with the wrong political party,” continued Crapuchettes. “But these employees have rights that they can, and should assert in these situations, and that’s where the Employee Bill of Rights can help.”
In fact, commercial communications corporation Twilio just announced woke layoffs – people actually lost their jobs because they’re white. CEO Jeff Lawson, whose company stock has lost nearly 80% of its value recently, explicitly bragged about the racist layoffs in a note to the staff last week. “As you all know, we are committed to becoming an Anti-Racist/Anti-Oppression company,” he wrote. “Layoffs like this can have a more pronounced impact on marginalized communities, so we were particularly focused on ensuring our layoffs – while a business necessity today – were carried out through an Anti-Racist/Anti-Oppression lens.”
How is this legal? Don’t the employees who otherwise would still have their jobs have any rights? Red Balloon says they do and its Employee Bill of Rights is a great step in the right direction.

“Threat to U.S. National Security”
Over 150 retired generals and admirals (Flag Officers) have signed an open letter based on their oath to support and defend the constitution of the U.S. against all enemies, foreign and domestic. The letter states our Nation is on the precipice of losing our Constitutional Republic due to the movement coming from those believing in Socialism and Marxism which is contrary to our founding principles as defined in our Constitution and Bill of Rights.
The purpose of the open letter is to ask citizens to carefully reflect on what is happening to our Nation and then take swift action by getting involved at the local, state, and national levels to elect and hold accountable political representatives who will act to uphold our Constitutional Republic and traditional American values.
The open letter identifies China as the greatest external threat to our Nation. It, along with Russia, Iran, North Korea and other adversaries, have been emboldened by the debacle in Afghanistan and our disastrous surrender to terrorists as outlined in our Aug 2021 Open Letter.
The flag officers state the greatest domestic threat to our survival as a Constitutional Republic is the Socialist/Marxist ideology underlying much of the administration and congressional leadership’s actions. Such threats include an open border; the need for election integrity with verification of voters to ensure one vote per citizen; energy dependence; executive orders and mandates bypassing the legislative process; double standards where laws are selectively enforced and preference often given to criminals over victims; defund the police actions endanger Americans, especially in cities where minorities often suffer the most. Without the “rule of law”, accountability, and election integrity, we have lost our Republic to one party rule.
Freedom of speech is under assault by censorship, distortion and tyrannical intimidation tactics to silence differing political views including weaponizing federal law enforcement agencies and hiring 87,000 new IRS agents. When people are afraid to say in public what they say in private, then freedom of speech is lost to cancel culture, censorship and intimidation. Race and gender are being used politically to divide us into conflicting groups of oppressed versus alleged oppressors.
The Administration’s open borders policy jeopardizes national security; sovereign nations must have controlled secure borders. The war on fossil fuels makes us energy dependent on other nations, increasing inflation and creating a major national security issue.
The flag officers say the national security issues cited can be solved with changes to existing political policies which requires electing and holding accountable politicians who will act to defend our Constitution, including the enumerated Rights, and traditional American values. Four men with equal shares, including C.C. Beekman, in October 1883 conveyed land to the Oregon & California Railroad Co. for its depot, right-of-way, and facilities. The railroad surveyor (and his son) surveyed the new townsite, and Medford was founded on December 20, 1883, when the plat was recorded. David Loring, the railroad’s civil engineer and right-of-way agent, named the start-up town for his home town of Medford, Massachusetts.
The railroad tracks reached Medford in mid-January 1884. At the time, Medford had a few wooden store buildings and saloons, some of them occupying tents. Frequently, one could hear the men riding up and down Main and Front streets while shooting their guns into the air.
Within three months, the sparse settlement on the unbroken land covered with high brush had grown to thirty-six structures. As quickly as lumber from Grants Pass and brick manufactured locally became available, more houses and commercial buildings rose; by December, Medford had 110 businesses and houses with a population of 400; the businesses ranged from dry goods, meat markets, and furniture to livery stables, drug stores, and general stores.
Medford incorporated in early 1885, and its first city ordinance was to prevent and punish disorderly conduct, riots, and disturbances. The second one was “to prevent minors from loitering about the depot,” and another banned hogs from running wild. After the boom of its first two years, Medford settled into a steady growth—that is, until the orchard boom began.
With access by railroad to faraway markets, the orchard industry flourished; hundreds of thousands of apple and pear trees were planted in the early 1900s, and the Valley’s major export was that of commercial fruit. The Medford Commercial Club (presently its Chamber of Commerce) promoted a very successful advertising campaign in the early 1900s about the great advantages of the area’s orchard industry: Easy money was to be had. This, Southern Pacific’s advertising, and real estate agents pushed the boom. The agents met the out-of-towners—arriving in numbers—at the train station to promote this “easy business.”
By 1909, numerous Medford buildings were under construction or in the planning stages. Buildings with the names of Sparta, the Carnegie library, Woolworth building, and four-story Liberty brick building were built or underway. The newcomers also wanted the new “horseless buggies” to travel from their country homes to the city. A Medford Mail Tribune article on November 28th reported that the city led the world in the number of automobiles per capita in 1909: It had one automobile for every 30 people when nationally there was only one car for every 500.
One year later, more people were there than could be housed. Since the town couldn’t handle the incoming swell, the city erected a tent city and the railroad even put the new arrivals up overnight in its train station. By 1912, Medford had a high school, four banks, three elementary schools, a city park, new passenger depot, Carnegie library, indoor swimming pool, several movie theatres, and an opera house. Mountain water came by way of 21 miles of wooden pipe; electricity and telephone service was reaching to the outskirts. The streets were paved and with fruit packing sheds with warehouses built by the train yard, Medford was Jackson County’s transportation and commercial center.
The boom turned to bust, however, owing to the real estate speculation, property overvaluation, and fruit oversupply. By the mid-teens, Medford’s population had declined with the World War I blockades having ended its international markets; insect blight, frost, and drought didn’t help either. Medford’s population by 1920 had dropped by 28 percent, all due to the orchard bust, and it took years to recover.
Despite the economic setbacks that came and went, Medford during the Roaring Twenties opened its fairgrounds with five exhibition buildings and racetracks for car, motorcycle, and horse racing. A dirt landing strip inside the racetrack became Oregon’s first municipal airport in 1922. Medford’s campaign won later, and the city was selected to be the county seat in 1927. Owing to a successful bond issue, a new and larger airport opened in late 1929 at its present location on Biddle Road and greatly expanded over the years.
World War II finally overcame the last remnants of the Great Depression. The round-the-clock building of nearby Camp White brought about such heavy traffic over Crater Lake Highway, it became one-way from Medford with Table Rock Road heading back in the other. More than 10,000 workers were involved, and many lived in tent or trailer cities. Completed in some six months, the camp was officially dedicated on August 15, 1942, and nearly 40,000 soldiers at a time trained there, greatly helping to bring prosperity back when on leave.
After the war, the pent-up, regional demand for housing sparked a boom for the area’s timber industry. However, the consistent economic cycles of boom and bust continued into the 1980s, the lumber industry falling into long-term stagnation. The services of healthcare, the Internet with computers, retailing cars, shopping centers (with Californians avoiding their sales taxes), and real estate construction took over, only to be followed by the Great Recession of 2008.
With this recovery, another boom starts, followed by another ending. Throughout it all, Medford continues to flourish as the center of Jackson County and for those close enough in Northern California.

Biden’s Effort to Make the Energy Shortage Even Worse
If President Joe Biden were looking for a way to exacerbate the energy shortages facing the United States and our allies, he’s found it: imposing an export ban on U.S crude oil and/or refined products (e.g., gasoline or diesel).
Biden’s flirting with an oil export ban is not—we repeat, IS NOT—driven by good policy or economics. It’s driven solely by politics. He’s doing everything he can to minimize likely Democratic loses in the upcoming midterm elections. But such efforts are completely counterproductive.
First, the way to promote the increased production of a product or service, any product or service, is to ensure access to the broadest market possible. With respect to oil and natural gas, that means a global market, which means exports.
Access to the broadest market means there will be demand for a company’s products. Even if there is a decline in demand in the domestic market, other markets may be able to pick up the slack.
Second, companies need policy and regulatory stability. Oil and gas companies need to know that if they invest the millions of dollars it takes to ramp up production—i.e., drill more wells, build more pipelines, expand refining capacity, etc.—the administration won’t flip-flop in the next few months or years. And yet no oil or gas company has that assurance.
The fact is the Biden administration has embraced the most chaotic energy policies of any U.S. administration in modern history. Does anyone know what the Biden energy policy is?
We know he’s willing to throw billions of taxpayer dollars at renewable energy companies. But what’s the plan right now? Oil and gas companies have every reason to be skeptical of this administration and respond accordingly.
Third, Biden needs to abandon his counterproductive proposals. For example, he’s chided oil and gas companies for not producing more when prices were at record highs. But in the next breath he’s threatened to impose a windfall profits tax on oil and gas companies to take away those very profits he says should be driving them to produce more.
Finally, energy is a global market. Production changes, such as OPEC+’s recent announcement to cut oil production by 2 million barrels a day, have global ripple effects. A wise and prudent president would have recognized that fact and (1) avoided vilifying and alienating Saudi Arabia, which has been a long and generally reliable ally, and (2) ensured that U.S. oil and gas companies had the freedom and political support they need to increase production. He’s done just the opposite.
In 2019, former Obama Defense Secretary Robert Gates observed, “I think he’s [Biden] been wrong on nearly every major foreign policy and national security issue over the past four decades.”
Add energy policy to that list.
